About this file

This document is a questions and answers (Q&A) file for a federal contract opportunity for Pavement Preservation projects in Oklahoma and North Texas. The project involves multiple national park locations including Lake Meredith (LAMR), Wichita Mountains (WABA), Chickasaw (CHIC), and Alibates Flint Quarries (ALFL). The Q&A covers technical details related to surface treatment, traffic control, culvert cleaning, aggregate specifications, quality control, and construction operations across these parks.

Key technical clarifications include allowing contractors flexibility in aggregate specifications (TXDOT, OKDOT, or FP-24 standards), confirming requirements for traffic control supervisors and quality control managers, addressing site-specific preparation issues like vegetation trimming and sweeping, and providing guidance on parking lot closures and pavement marking. The document indicates that multiple amendments (A001, A002, A003) will be issued to address some of the contractor's questions, with response dates ranging from 12/1/25 to 12/29/25. The contract involves multiple construction phases including full-depth reclamation (FDR), chip seal, micro surfacing, and culvert work.

Section 156.08 Traffic Control Supervisor requires a separate TCS while performing work simultaneously within two separate parks. Wanting to confirm that each TCS per day will be paid under bid item A0880?

Yes, see 635.24. 12/10/25

Per Section 409.07 (d) Weather limitations how will anticipated precipitation or temperatures below 32 degrees for at least 24 hours after application be measured by the FHWA. How will the “anticipated” be measured by the FHWA.

FHWA will rely on the nearest NOAA

National Weather Service station for forecast information: National Weather

Service

Per Section 409.10 Application requires the surface to be fog with water in front of the spreader. To require the surface to be fogged with water in front of the spreader could have an adverse effect on the material and not necessary in certain applications. I would suggest changing the wording to when needed.

SCR section 703 aggregate page G-3.

Use only one type if aggregate on the surface treatment.

Use either OKDOT or TXDOT material specification regardless of the park location in Oklahoma or Texas.

Please clarify the following.

-Is this SCR for this RFP require using one or the other aggregate specified for the surface treatment per park location or the entire project

-The OKDOT and TXDOT specifications do not coincide with the specifications on page G-3 (a) or (b).

-Gradation table 703-5-page G-4, the grading designations do not line up with OKDOT or TXDOT gradation specifications and grading C on this table indicates No. 200-sieve specification is 1.0 to 1.0.

-TXDOT gradation table does not specify a 200-sieve gradation for chip seal aggregate. OKDOT has a 200 sieve that is 0.0 to 2.0.

-OKDOT specification does not contain AASHTO T 104 sodium soundness test.

-TXDOT specification does not contain flat & elongated particles, but a flakiness index, soundness test is magnesium sulfate, not sodium soundness, does not contain an AASHTO T 112 test. A Tex-460-A part I for angularity not ASTM D5821

Contractor may utilize aggregates meeting

TXDOT specifications, ODOT specifications or FP-24 Section 703 Specifications per park location –

See Amendment A002

It is confusing to request aggregate prices from suppliers that mix and match specifications from FP-24 and local

DOT specifications. To eliminate this the specification for the scrub seal and chip seal aggregate should be either

OKDOT or TXDOT specification as it is written in their standard specifications or the FHWA FP-24 specification type 1C.

Intent is to provide some flexibility to contractors and suppliers to match local supply processes and material availability.

Contractor may utilize aggregates meeting

TXDOT specifications, ODOT specifications or FP-24 Section 703 Specifications.

Contractor must use the same material at each park

See Amendment A002

Section 153 – Contractor Quality Control Page E-30 Please clarify the following.

-Since this project is in two states and four locations, does this specification require a separate QCM in each state and in each location. Will one (1) QCM for the entire project meet the requirement in FP-24 & the SCR of this task order or will the contractor be required to have two (2) QCM in each state.

-Will a separate QCM technician be required at each location to inspect every phase of work separately, (crack seal, HMA, FDR, chip seal, fog seal, micro surfacing) etc., meaning three phases of work are going on in the same park, how many QCM technicians will be required to satisfy this specification.

Per subsection 153.01 a QCM will be required to “ensure work conforms to the contract requirements”. The contractor’s schedule and phasing of work will dictate how many QCM’s are required. Also see subsection 153.03.

Section 635 Temporary Traffic Control

Will the contractor be paid for two (2) separate traffic control supervisors when working in two separate locations or states and will one traffic control supervisor be sufficient working in one area with multiple phases of work being constructed at the same time? Will this require more than one traffic control supervisor and if so, will the contractor be paid for two traffic supervisors or only one based on this scenario.

A TCS will be required to cover every phase of work requiring traffic control. The contractor’s schedule and phasing of work will dictate how many TCS’s are required.

When work requires active Traffic Control and the presence of a qualified Traffic

Control Supervisor in separate parks, each

TCS will be paid per day. See 635.24.

In Lake Meredith, the preparation prior to placing the surface treatment will require a tremendous amount of sweeping, cleaning and removing vegetation etc. Please clarify the following.

1. Is the contractor required to remove the overgrown vegetation from the shoulder of the roadway that will interfere with the application of the surface treatment on the edge of the asphalt or will the park clean the shoulders prior to surface treatment.

2. There is going to be a large amount of loose aggregate that will need to be swept up prior to additional cleaning required. Can the existing aggregate be swept to the shoulders of the roadway and left as shoulder dressings or will this need to be vacuum broomed and disposed of. If this issue requires vacuum sweeping and disposal, does each park location have a site within the park to dispose of or will this need to be hauled of site and disposed of outside the park boundaries.

3. Will the cracks on the scrub seal roadways need to be cleaned with air, water or other method prior to placing surface treatment or will sweeping the existing surface only be sufficient.

1. Trimming of overhanging vegetation that interferes with the application of the surface treatment is the responsibility of the park.

2. See Section 407.06 and 409.07. Vacuum sweepers and disposal of waste materials offsite is required.

3. Vacuum sweeping is sufficient to clean roads with a scrub seal surface treatment.

Numerous parking areas throughout this project have parking stops in the parking lots. The surfacing tabulations identify situations where some of these wheel stops are to be removed and replaced with new stops, while others state to remove and rest the wheel stops. Some parking areas don’t identify what to do with the existing wheel stops. Examples of these areas are WABA 0900 and CHIC

0914. Please clarify quantities and how the wheel stops are to be handled in areas not identified on the plans?

In routes where wheel stops are not identified in Remarks to “Remove and place new wheel stops”, or “Remove and reset wheel stops”, the contractor can place surfacing around existing wheel stops that are encountered.

12 X

Some routes are too narrow for the safe flow of traffic while construction operations take place. Will these routes be allowed to be closed during construction operations?

Please indicate the minimum road width required for the safe flow of traffic while constructions operations take place in a simultaneous manner.

See FP-24 . Subsection 156.06 (d) 12/17/25

13 X

CHIC Rock Creek Campground – The SCR’s state that this campground can be closed for 12 days with 30 days advance notice. This 12-day closure may not be enough time to perform all scopes of work required in this area.

Will extended or additional closures be allowed in this area?

SCR .subsection 108.01(c)(4) provides for a maximum of a 12-day full closure. If additional work is required it can be performed as per subsection 156.06

Limitations on Construction Operations.

12/17/25

14 X

On numerous routes, overhanging trees will conflict with the equipment required for construction, dump trucks raising beds to dump into aggregate spreader. Who is responsible for tree trimming at these locations?

Trimming of trees or overhanging vegetation that interferes with the application of the surface treatment is the responsibility of the park.

12/17/25

15 X

Culverts – The cleaning of the existing culverts may take place in active waterways. Who is responsible for 404, discharge, de minimis permit, etc. permits?

The permits mentioned above usually take months to procure. How will this time be accounted for in this contract?

Cleaning of culverts is routine maintenance that does not require additional permitting.

Perform cleaning of culverts when they are not actively flowing.

12/17/25

16 X

Does the culvert replacement and cleaning scopes of work require fish and wildlife oversight or approval prior to starting work? If so, who is responsible for scheduling and costs of this oversight and approval?

Culvert replacement and cleaning identified in the contract does not require additional permits.

12/17/25

17 X

Some of the culvert locations extend to the waters edge along the lake. This will require environmental protection within the lake itself. How is this work paid? Who is responsible for securing the permits to perform work within the high-water mark of the lake?

None of the culverts identified for replacement extend into natural waterways.

Culvert replacement and cleaning identified in the contract does not require additional permits.

12/17/25

18 X

Is the contract allotted time for base bid or are the options going to allocate more time to the contract if the options are awarded 100 days after award of the base bid.

This will be addressed under Amendment

A002.

12/17/25

19 X

The plans state that 20 headwalls are to be removed in

Base bid. The SCR’s state that each rock is to be removed and labeled so that those headwalls can be reinstalled by others. After completion of these removals and installation of the new culverts, what is the expectation of the park at the end of the culverts where the headwalls will eventually be placed? How are these areas to be graded, stabilized, etc.?

Install the new culverts and grade to match the existing grading of the headwalls removed. See details on Sheet D.45.
