About this file
This is an Amendment of Solicitation (Standard Form 30) for the OK NP MULTI PMS(1) and TX NP MULTI PMS(2) Pavement Preservation projects in Oklahoma and North Texas, issued by the Federal Highway Administration. The amendment, dated 12/29/2025, modifies specific technical requirements for micro surfacing, including changes to aggregate gradation, equipment specifications, application rates, and quality control documentation.
Key revisions include updated requirements for sweeper equipment, pneumatic-tire rollers, and micro surfacing application rates for Type II and Type III aggregates. The amendment allows contractors to use current Texas Department of Transportation (TxDOT) or Oklahoma Department of Transportation (ODOT) material specifications for micro surfacing aggregate, with strict instructions to use only one type of aggregate per park and maintain detailed daily logs of materials used, application rates, and other quality control metrics. The solicitation number is 69056725R000017, with an original dated 11/17/2025.

Section 409. — MICRO SURFACING
Construction Requirements
409.04 (a) Aggregate gradation values. Delete this subsection and substitute the following:
Percent passing for each sieve size for the aggregate blend and the proposed target value for each sieve size.
409.05 Equipment.
(d) Sweeper. Delete paragraph (3) and substitute the following:
(3) Equipped with a built-in water spray system to reduce the dust generated during the sweeping process; and
Add the following:
(4) Picking up and removing excess aggregate by vacuum capability.
(e) Pneumatic-tire rollers. Add the following:
A smaller pneumatic tire roller with additional coverages may be approved for use by the CO where site limitations prohibit the use of 10-ton roller.
409.10 Application. Add the following after the Subsection title:
Provide a micro surfacing mixture of the proper consistency at all times so as to provide the application rate required by the surface condition. Place with an application rate conforming to Table 409-1A.

Type II 17 to 22
Type III 25 to 30

Add the following after Table 409-1A
Place with an application rate conforming to Table 409-2 when utilizing current Texas Department of
Transportation (TxDOT) or Oklahoma Department of Transportation (ODOT) material specifications for micro surfacing aggregate.

Type II 20 - 25
Type III 25 – 30
(1) See current TxDOT or ODOT material specifications micro surface aggregate gradations.
Application rates are based upon the weight of dry aggregate in the mixture. Application rates are affected by the unit weight and gradation of the aggregate and the demand of the surface to which the micro surfacing is being applied.
Provide the CO with a split certified shipping ticket for each separate emulsified asphalt shipment load prior to mixing and application.
Prior to starting application of micro surfacing, calibrate each mixing unit to be used on the project in accordance with ISSA A143 and in the presence of the CO or designated representative.
Add the following after the fifth paragraph:
Maintain quality control documentation and make available to the CO upon request and at completion of daily work. At a minimum of 4 times daily calculate the percent emulsion content, aggregate spread rate, and yield of the mixture from the equipment computer display readings and report to the CO. Maintain a daily report and log sheet containing the following information:
(a) Micro surfacing emulsion used, tons;
(b) Aggregate used, tons;
(c) Water used in the mixture, gallons;
(d) Mineral filler used, pounds;
(e) Set control agent used, gallons;
(f) Other additives used, pounds;
(g) Surface area application rate (dry pounds per square yard); and
(h) Percent of emulsion (by dry aggregate weight).
Provide copies of the daily log to the CO before the start of the next day’s production, or as directed by the CO.

Provide a finished micro surfacing with a uniform texture free of scratches, tear, and other surface irregularities. Repair areas with surface irregularities or where the micro surfacing does not conform to the JMF at the direction of the CO.
Delete the eleventh paragraph and substitute the following:
Allow treated areas to cure before opening to traffic. Cure is complete when clear water can be pressed out of the placed mix with a white piece of paper without discoloring the paper. Do not allow traffic in parking areas or pullouts for at least 12 hours after completing application.
Add the following prior to the last paragraph:
Perform an initial vacuum sweep of the micro surfacing one to two days after the micro surfacing application. Remove loose or shedding material from the treated surface areas and dispose of according to Subsection 203.07 in ALFL, LAMA, and WABA. In CHIC, option of disposing according to
Subsection 203.07 or haul and grade material on Water Treatment Entrance Road as directed by CO.
409.11 Acceptance. Delete the second paragraph and substitute the following:
Micro surfacing aggregate will be evaluated under Subsections 106.02 and 106.05. The upper and lower specification limits for micro surfacing aggregate gradation are shown in Subsection 703.10(b).
Delete Table 409-1 and Substitute the following:
G-4c
Project: OK NP MULTI PMS(1) and TX NP MULTI PMS(2), Pavement Preservation Oklahoma and Pavement Preservation North Texas
Add the following after Table 703-6A
Or conform to current Texas Department of Transportation (TxDOT) material specifications for Grade 2 Aggregate for micro surfacing aggregate or conform to the current Oklahoma Department of Transportation (ODOT) material specifications for
Type II micro surfacing aggregate. Use only one type of aggregate on the surface treatment at each park. Do not switch between material specifications within one park.
