About this file
This document is a Questions and Answers (Q&A) file for a Pavement Preservation project at Indiana Dunes, involving the Federal Highway Administration (FHWA). The document contains two technical questions related to specific sections of the solicitation (Sections 409.07 and 409.10), addressing weather conditions and application requirements for pavement preservation work.
For the first question, FHWA clarified that they will rely on the nearest NOAA National Weather Service station to measure anticipated weather conditions. For the second question, regarding surface preparation and material application, the response simply instructs bidders to "Bid according to the solicitation documents" and did not provide a detailed modification to the original requirements. Both questions were dated 1/12/26, suggesting this is part of the pre-bid clarification process for the contract opportunity.

Per Section 409.10 Application requires the surface to be fog with water in front of the spreader. To require the surface to be fogged with water in front of the spreader could have an adverse effect on the material and not necessary in certain applications. Suggest changing the wording to when needed.
