About this file

This is a Questions and Answers document for the OR WA NP MULTI PMS(1) solicitation covering pavement preservation work in Oregon and Southern Washington, issued by the Federal Highway Administration (FHWA).

The document addresses six technical inquiries from contractors regarding solicitation requirements. Key clarifications include: prequalified IDIQ contractor locations are available via the Western Region Pavement Preservation MATOC link; weather determinations for Section 409.07(d) micro surfacing work will rely on NOAA National Weather Service forecasted low temperatures, with contractors responsible for applying their own judgment; parking lots need not close completely between micro surfacing cure and initial sweeping under Section 409.10, allowing public access before sweeping; separate Traffic Control Supervisors are required when work occurs simultaneously in two separate parks and will be paid under section 63507-0700; Traffic Control Supervisor work under concurrent Options X and Y will be measured by the day per Section 156.09; and the 8/20/2026 completion date specified in the plans is not negotiable, with contractors required to bid according to the established schedule despite historical Northwest weather constraints on mid-summer surface treatment placement. All responses were dated 1/20/2026 to 1/27/2026.

Project: OR WA NP MULTI PMS(1), Pavement Preservation Oregon and Southern Washington

# General Technical Question Answer Date

1 X

I was wondering why this solicitation does not include the prequalified contractor's locations like in solicitation ID FLAP FS SC MULTI(1) Custer Motorway Stabilization Project, and curious if that information could be disclosed?

I have updated the link in the “Description” of the SAM posting to the Western Region Pavement Pres MATOC:

https://highways.dot.gov/federal-lands/business/construction-contracting/west-region-pavement-pres.

The locations of the IDIQ Contractors are listed at that link.

Section 409.07 (d) Weather Limitations list “anticipated” as a measure for upcoming weather. Since NOAA does not predict weather in anticipated but as a percentage of probability such as 75% chance of rain, what percentage should be used to denote something as “anticipated”

FHWA will rely on the nearest NOAA National Weather Service station for forecast information: National Weather Service. 409.07(d) specifically states “Temperatures below 32 °F (0 °C) are not anticipated for at least 24 hours after application.” NOAA provides predicted low temperatures that FHWA will rely upon.

Note: Contractor is responsible for determining weather and must base their operations based upon contractor judgment.

Section 409.10 requires an initial vacuum sweeping of the micro surfacing one to two days after the micro surfacing. This would require the parking lots to be closed for the initial installation along with two additional days for sweeping causing any location to be closed for potential 3 days is that the intention of the specification.

No. Lots will not be closed completely between cure and initial sweep. Lots may be opened to public traffic before the initial sweeping.

Section 156.09 Provide a separate traffic control supervisor while performing work simultaneously within two separate parks. Each TCS assuming you are working in two or three separate parks will be paid under section 63507- 0700?

Yes. 1/27/26

5 X

Option X, Y & Z do not have a Pay Item 63507- 0700 Traffic Control Supervisor. Assuming the work will require a Traffic Control Supervisor will the FHWA be adding a Traffic Control Supervisor line item, or will a Traffic Control Supervisor not be required for option X,Y & Z?

Work completed under Options X and Y (there is no Option Z), if awarded, will be conducted concurrent with Base Schedule work. Traffic Control Supervisor will be measured by the day for work described by 156.09.

Work is scheduled to be completed by 8/20/2026. Historically weather in the Northwest does not allow for surface treatments to be placed until mid to late June.

Would the FHWA consider extending the completion date to 9/20/2026?

Bid according to plans. 1/27/26
