About this file
This document is a Questions and Answers (Q&A) file for the MT FLAP PARK 2021(1) Old Yellowstone Trail South Improvements & Preservation federal contract opportunity. The Q&A covers five technical questions related to the project specifications, including inquiries about specification document availability, aggregate gradation options, material requirements, roadway reconditioning, and testing trailer availability. Key responses include clarification that FP-24 specifications are only available online, all gradations F, G, and H are acceptable, there is no plasticity index requirement for Grading F, rock removal details will be addressed in a future amendment, and no government lab trailer will be provided for the project. The document is dated between 4/23/2025 and 4/30/2025 and is specifically targeted at six pre-approved contractors: H-K Contractors, M.A. Deatley Construction, Missouri River Contractors, Oftedal Construction, Riverside Contracting, and Sundt Construction.

MT FLAP PARK 2021(1)
Old Yellowstone Trail South Improvements & Preservation
# General Technical Question Answer Date
1 X
I see that Old Yellowstone Trail project is solicited under FP-24 specifications. Would we be able to purchase a few hared copies of these specs?
Unfortunately, we don't have hard copies available for external users. The FP-24 hard copies are for FLH employee use.
Contactors can use the online version or print their own from the electronic file. The
FP-24 is available online at:
https://highways.dot.gov/federal-lands/specs.

SCR section 301 table 301-1 references
703.05(b)&(c) for gradation which references table 703-1. There are three options for gradation F, G, H. Are all three acceptable options for the contract or is there a specific preference?
FP-24 allows for all for gradations F, G, or H when none is specified. Please submit bids according to the solicitation documents.

Item A0260 does not carry a grading designation within the contract to apply the appropriate specification for the material.
Previously it was answered that any one of the types of grading was allowable under this contract. The FP-24, however, does not provide a plasticity index for grading F under the surface course aggregate. If grading F is selected is no plasticity index adherence required? Please advise.
There is no plasticity index requirement that needs to be met if Grading F is used.

After driving the road there are some sections that appear to have large rocks at the surface.
In FP-24 for Roadway Reconditioning we are required to remove rocks larger that 6” diameter after scarifying to a 6” depth. Will we be required to import additional material to fill in any voids that removing 6”+ rock would create or would we be able to shape the road to drain after these rocks are removed?
This will be addressed under Amendment
A001.

5 X Will there be a Federal Highway Administration testing trailer available for this project?
The Notice to Bidders and Section 154 do not indicate that a Government Lab Trailer will be made available to the Contractor.
Please submit bids according to the solicitation requirements.
