About this file

This is a Brand Name Justification document for the U.S. Department of Transportation's Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD). The procurement request (HFLWSI250106PR) is for 2 Polycom Studio X72 all-in-one Video Bar with TC10 Controller kits and mounting kits for the Kalispell RPO site, with an estimated acquisition value of $16,440.00. The justification emphasizes that PolyHP's VTC equipment is the approved platform for DOT video conferencing, aligning with existing infrastructure and meeting security compliance requirements.

The document includes technical and contracting officer certifications from Terry Noye (Information Technology Manager) and Douglas Gene Taylor (Contracting Officer), who both affirm the justification's accuracy and confirm that this procurement represents the best value and lowest overall cost alternative. The acquisition is being processed under FAR 13.106-1(b)(i), which allows for a single source procurement when only one source is reasonably available, in this case due to compatibility with existing systems and enterprise-wide technology standards.

3. Rationale

PolyHP’s VTC equipment is needed at the Kalispell RPO office. PolyHP VTC devices represent the most strategic and operationally sound choice for our environment. They align with our existing infrastructure, require no major platform shifts, and deliver reliable performance across both SIP and platform-registered deployments. Critically, PolyHP’s ongoing security patching and enterprise-grade firmware support ensure these devices remain compliant with current security policies and risk frameworks.
