About this file
This document is an Amendment (A001) to a federal solicitation for the Olympic National Park Emergency Relief for Federally Owned (ERFO) Repairs project. The amendment modifies several key sections of the original solicitation, including contract clauses and special contract requirements for turf establishment. Significant changes include revising the contract completion date to 09/03/2025, updating seed application methods, and specifying detailed requirements for hydraulic seeding techniques.
The amendment provides specific technical guidance for turf establishment, such as using hydraulic-type equipment to apply seed at 12.5 pounds of live seed per slurry unit, applying organic slow-release fertilizer with a low nitrogen N-P-K ratio of 7-2-1, and using bonded fiber mulch and biotic soil amendment at prescribed rates. The contractor will receive seed from Olympic National Park to be applied between May 1 and October 15, with precise application instructions including mixing requirements, application techniques, and environmental considerations for slope stabilization.

Construction Requirements
625.03 General. Delete the text of this Subsection and substitute the following:
Seed will be furnished by Olympic National Park and applied by the contractor between May 1 and October 15. At least 20 days before starting seeding operations, obtain Government-provided seed according to Subsection 105.02(b).
Apply Turf Establishment Mixture in one application using hydraulic-type equipment according to Subsection 625.07A(b).
625.06 Fertilizer. Delete this Subsection.
625.07 Seeding. Delete this Subsection.
625.07A Turf Establishment, Hydraulic Method. (Added Subsection).
Apply the seed at the rate of 12.5 pounds of live seed per slurry unit.
Apply organic slow-release fertilizer in the hydroseed mix to aid in the establishment of vegetation.
A low nitrogen fertilizer with an N-P-K ratio of 7-2-1 or equivalent will be used that favors native plant establishment over establishment of non-native weedy species.
(a) Turf establishment mixture. The permanent turf Turf establishment mixture is composed of the following components:
Table 625-1 Turf Establishment Mixture
Component Application Rate
Seed 12.5 pounds of live seed per slurry unit
Bonded fiber mulch (BFM) with 9-month minimum life conforming to Subsection 625.08

(b) Equipment. Use hydro-type equipment capable of providing a uniform application using water as the carrying agent. Do not use hydro-type equipment with gear driven pumps, which can damage the seed. Equipment must be capable of reaching cut slopes a minimum of 100 feet high. Seed areas inaccessible to seeding equipment by hand.
(c) Application. Do not blend soil amendments before placing in the hydro-type equipment.
Mix and apply the slurry mixture products in accordance with the manufacturer’s recommendations. Apply the slurry mixture within 30 minutes of adding the seed to the slurry mixture. Apply in two applications placing no more than 50 percent of the mixture at any one application. Adjust application rate to avoid sloughing or washing away the mixture on steep slopes. Apply from opposite directions, to ensure the highest level of coverage, effectiveness, and performance. Moisten stabilization areas prior to applying the slurry mixture but do not apply slurry mixture during periods of excessive rainfall.
Apply mulch in a separate application from the seed using hydraulic-type equipment according to Subsection 625.07A(a).
Apply compost conforming to subsection 713.05(e) as topdressing by blower or other appropriate method at a rate 1 to 2 inches in depth.
