About this file
This document contains answers to technical questions regarding Solicitation Number 69056723R000001 from the Western Region Pavement Preservation MATOC. The MATOC is an indefinite-delivery, indefinite-quantity multiple award contract issued by the Department of Transportation Federal Highway Administration to provide pavement preservation services across multiple Western states. Services include micro sealing. The set-aside status is partial small business at the task order level. A bid bond is required for the seed project but not the MATOC solicitation. Cultural and historic resource protection is still required. Large business bidders must submit a master subcontracting plan but goals are determined at the task order level. The seed project is located in a difficult state to do business. While over 50% of projects must be bid, this requirement will be removed by amendment. The registration assistance hotline is provided.

Western Pavement Preservation MATOC
# General Technical Question Answer Date
1 X Have you always had the Classification: Partial
Small Business Set‐Aside?
Not generally at the task order level. It’s called a set‐aside at the task order level if you have a project only small businesses can bid, but when you reserve IDIQ contracts under a MATOC for small businesses it’s called a reserve or partial set‐ aside. Different words for different applications.
We have revised the sam.gov classification for this advertisement.

2 X
Will a bid bond be required even though there is not a bid schedule in the WRPP? If so, how much does the bid bond need to be for?
You will have to submit a bid bond for the seed project, Pinnacles, but not for the
IDIQ RFP itself.

For the Technical Evaluation, Construction
Elements, Item (7) “Protection or preservation of cultural resources such as: historic features or sites; or archeological sites;”. Respondents to this RFP are Pavement Contractors who typically do not deal with protection or preservation of these sorts. Will the
Government consider removing this requirement?
The Government will consider this. If the
Government decides to revise the solicitation, the solicitation will be revised under a future amendment.

Specification states that Large Businesses must submit a Master Subcontracting Plan with this
RFP, but there are no bid items associated with this RFP, so there is not a way to determine what would be subcontracted. Will the
Government consider removing this requirement?
A master subcontracting plan is essentially an individual subcontracting plan that has no small business goals. This will be amended and addressed in a future amendment.

5 X
For the Subcontracting Goals table on
Attachment 1 – Master Subcontracting Plan, do we need to submit this table with filled out percentages and dollar values?
No. The percentages and dollar values in the Subcontracting Goals Table are to be filled out at the Task Order level. They do not apply to the Master Subcontracting
Plan submittal at the IDIQ level, which is what is required for this solicitation submittal.

On Page M‐2 of the solicitation, please consider reducing the $2,000,000.00 requirement in
Technically Unacceptable Item (1), to
$1,000,000.00 for small businesses.
The Government does not intend to reduce this $2,000,000.00 requirement in the solicitation documents. Please submit offers according to the solicitation documents.

8 X
Would the government consider removing the requirement for completing Construction
Element “micro seal” in the past 5 years? There are plenty of qualified subcontractors that could perform this item and this requirement would limit ours and many others ability to bid the work.
The Government does not intent to remove this requirement. Please submit offers according to the solicitation documents.

9 X
With the vast area that this MATOC covers there are many areas that are outside our normal market area including states that we are not licensed in. The requirement to bid a seed project far outside of our normal market area seems unfair and will severely limit the amount of contractors interested in this
MATOC, especially considering it is in one of the most difficult states in the country to do business in. Would the government consider having multiple more localized seed projects or possibly an alternate requirement to bidding the current seed project?
The Government does not intend to change the evaluation criteria. Please submit offers according to the solicitation documents.

10 X
Why is it necessary to bid more that 50% of the projects in this MATOC considering the vast area it covers?
This requirement will be removed by a future amendment.
