About this file

This document contains answers to technical questions regarding Solicitation Number 69056723R000001 from the Department of Transportation Federal Highway Administration for a Western Region Pavement Preservation MATOC. The MATOC is a multiple award task order contract with an indefinite delivery/indefinite quantity structure. It will have a partial small business set aside at the task order level for qualified small businesses. A bid bond will be required for the initial seed project task order, but not for the overall MATOC solicitation, which has no defined bid items. One evaluation criteria relating to cultural resources protection may be removed, as pavement contractors do not typically deal with such requirements. The requirement for large businesses to submit a master subcontracting plan with the solicitation response will also be amended, as there are no defined bid items to determine subcontracting breakdowns.

Western Pavement Preservation MATOC

# General Technical Question Answer Date

1 X Have you always had the Classification: Partial

Small Business Set‐Aside?

Not generally at the task order level. It’s called a set‐aside at the task order level if you have a project only small businesses can bid, but when you reserve IDIQ contracts under a MATOC for small businesses it’s called a reserve or partial set‐ aside. Different words for different applications.

2 X

Will a bid bond be required even though there is not a bid schedule in the WRPP? If so, how much does the bid bond need to be for?

You will have to submit a bid bond for the seed project, Pinnacles, but not for the

IDIQ RFP itself.

3 X

For the Technical Evaluation, Construction

Elements, Item (7) “Protection or preservation of cultural resources such as: historic features or sites; or archeological sites;”. Respondents to this RFP are Pavement Contractors who typically do not deal with protection or preservation of these sorts. Will the

Government consider removing this requirement?

The Government will consider this. If the

Government decides to revise the solicitation, the solicitation will be revised under a future amendment.

4 X

Specification states that Large Businesses must submit a Master Subcontracting Plan with this

RFP, but there are no bid items associated with this RFP, so there is not a way to determine what would be subcontracted. Will the

Government consider removing this requirement?

A master subcontracting plan is essentially an individual subcontracting plan that has no small business goals. This will be amended and addressed in a future amendment.
