Existing Aggregate Testing of AASHTO T 27/11 is available by KR personnel. Those results paired with existing ASTM C 33 testing provides ample amounts of data on the Aggregate. Will continued, daily testing still be required on existing stockpiles? Outside testing is strongly discouraged due to inaccuracy of testing and the unrepresentativeness of a stockpile sample.
Samples from the belt are unavailable daily due to material not being processed.
Testing according to the solicitation documents will be required. Please submit bids according to the solicitation requirements.

The changes shown in Amendment A002 add to concerns related to the presence of overhead powerlines. The permanent relocation work outlined in Section 104.06 Utility Relocations does not describe the degree of relocation work to be performed by the Utility Companies.
Could you please clarify what utilities will be relocated by others, and to what extent?
This will be addressed under Amendment
A003.

The response in Amendment A003 regarding overhead power seems to omit the relocation of overhead powerlines around the bridge, which would need to be removed prior to any work beginning around this area. Please confirm that these overhead powerlines are to be relocated as well.
This will be addressed under Amendment

We are reaching out to see if you have a list of contractors that are bidding this project as prime? If you do could you send us a copy?
We do not. Bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into
SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract
Opportunities Administrator role for your entity in SAM.gov.
See GSAFSD_kb_articles ‐ GSA Federal
Service Desk Service Portal for more information.

Section 156.07(m) and the traffic control plans indicate that a majority of the reconstruction for this project will be done one lane at a time to facilitate traffic in the opposite lane. The
Section at the rockery walls in the left lane and the section that is bypassed by the diversion bridge are the exceptions. That would mean there are 440 flagging hours to construct the project which with two flaggers at 10 hours a day that leaves 22 days, which is not enough flagging hours by a large margin. Please advise.
This will be addressed under Amendment
A005.

21 X
Because the project is going to be constructed at half widths, can traffic run on gravel? It isn’t feasible for the contractor to pave back every shift.
Yes. 11/2/2023
22 X
If traffic can run on gravel, what does the contractor need to do with the centerline drop off? If the rock is left at bottom of pavement elevation there will be a differential between the old and new. Is the contractor supposed to over build the rock section and then remove it later? If so how is that aggregate paid?
This will be addressed under Amendment
A005.

23 X
The contractor is to build the roadway in half sections and maintain an 11’ lane for traffic per section 156.07(c) of the SCR’s. With the existing roadway width this is not constructable, as the existing roadway is at most 20’ wide with the same centerline alignment. The new typical roadway section is also only a 10’ travel lane with a 1’ gravel shoulder, so even once the new section is built on the first half it still does not seem feasible that the contractor will be able to maintain an 11’ lane. Please advise.
This will be addressed under Amendment
A005.

24 X
During paving operations it would seem that a pilot car would be beneficial for the safety of the workers and the traveling public as we will be paving a long stretch of roadways with quite a few curves per shift. If a pilot car was used how would it be paid?
Payments will be made according to the solicitation documents, so please submit bids according to the solicitation documents.
11/2/2023
25 X
In looking at the Earthwork Data Listings and the Cross Sections provided, it seems that the existing roadway inside the abutment limits
(Scour Mitigation area) are not included in either the roadway excavation or the structure excavation quantities. How will this excavation be paid? It does not seem to be incidental to any of the existing bid items, please advise.
Also is there a quantity for that excavation?
Payments will be made according to the solicitation documents, so please submit bids according to the solicitation documents.
11/2/2023
26 X Is the excavation required for the treatment ditch incidental to that bid item?
This will be addressed under Amendment
A005.
11/2/2023
27 X
The contractor is allowed a one lane closure utilizing traffic signals from July 8, 2024 to
August 5, 2024 for construction of the Rockery
Walls. There is no such closure allowed for the precast concrete block retaining wall even though we will run into the same issues, it is not feasible to construct the wall in a way to have it backfilled up to roadway elevation at the end of every shift. Please advise.
This will be addressed under Amendment
A005.

28 X
Being that there are only 2 business days prior to the bid date, is the bid date going to be extended so we have time to go over the changes in Addendum 5?
The Government does not intend to extend the bid opening date. Please submit bids according to the solicitation documents.
