About this file
This document contains questions and answers related to federal contract solicitation number 69056722R000017 for pavement preservation work at multiple parks in Idaho and Washington. The work includes asphalt patching, crack sealing, chip sealing, microsurfacing, and striping at Whitman Mission, Nez Perce, and City of Rocks national parks. Questions addressed scope of subcontracting plans, use of emulsified asphalt, licensing requirements, bid bond forms, limiting work to one site at a time, access for fog sealing a narrow path, equipment inspection and orientation procedures, and temperature specifications for nighttime microsurfacing. Completion of interim work is required by July 1, 2023, though temperature requirements for microsurfacing will be revised and site access clarified under future amendments.

Is the Subcontracting Plan due with our proposal at time of bid for large businesses? Historically this was requested after bid for the low bidder.
These will be requested/submitted from the low bidder after bid opening.

Our question is in reference to Bid Item 40711‐0000 Emulsified Asphalt.
We want to make sure this is to be used in conjunction with chip seal and not a separate item to the emulsified asphalt component of the chip seal bid item.
Bid item 40711‐0000 emulsified asphalt is being paid for by the ton in conjunction with the Chip Seal, Type 1C and is not a separate item. Please see the FP‐14 and SCR’s regarding Section
407 Chip Seal work and bid accordingly

We’re a construction company, and supplier that would like to know the companies bidding on this project, so it would be greatly appreciated if you would supply us with any contact information.
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the
Interested Vendors List, you will need to be assigned the
Contract Opportunities Administrator role for your entity in
SAM.gov.

Can you tell me if there are any licensing restrictions in the various locations of this project? For example, do you need a public works license for the State of Idaho in order to perform the work that is in
Idaho on this project? Any info is greatly appreciated.
You’ll have to check with the individual States, Counties, and local municipalities on what their requirements are.

The FHWA recently released an update SF 24 Bid Bond form in October.
Should the contractors submit the bid bond using the new version or the version provided with the bid documents?
Submit the bid bond using the new version. Standard Form 24 will be revised under Amendment A001.

Please reference Section 108.01 of the SCR’s. Paragraph “C” states:
Excluding Final Sweeping Operations, limit construction operations to one site at a time and complete all site work at active Park(s) before commencing work at another site. This paragraph goes on to identify 3 defined sites as WHMI/NEPE, CRMO, and BIHO. Please define “active park(s)”. Please define “all site work”.
This will be addressed under Amendment A001. 11/21/2023

Please reference Section 108.01 of the SCR’s, paragraph C. This specification can be interpreted in two ways: Please clarify a.“All Work” being defined as a par cular scope of work i.e. crack seal can not be completed at two sites simultaneously. It will need to be completed at one site before moving to the next site. Once the crack seal operation has moved to the next site, the Microsurfacing operation can be started at the first site while the crack seal is being performed at another site. In this case the operations can chase each other from site to site.
b.“All Work” being defined as all scopes of work. All scopes of work will need to be started and finished at one site prior to moving to the next site i.e. Crack seal is finished at BIHO. Crack must wait to begin any work at CRMO until all scopes of work have been completed at BIHO (asphalt operations, chip seal, microsurfacing, striping, etc).
This will be addressed under Amendment A001. 11/21/2023

Please reference sheet D.4 of the plans, Route 0912 Caves Parking. The remarks state to “Fog Seal Path.” This path appears to be approximately
3 feet wide. There is not access to this path utilizing equipment nor is there a detour route for the public. Will this path be closed during the fog seal operation?
This will be addressed under Amendment A001. 11/21/2023

Equipment inspections and site orientations are required before entering parks. Please clarify how many orientations and inspections will be required on this project. Will inspections be required at every location on this project? Or just at each of the 3 defined sites in Section 108.01 of the SCR’s, Paragraph C.
This will be addressed under Amendment A001. 11/21/2023

Page A‐2 of the Notice to Bidders does not include a deadline date for
General and Technical Questions. What is the deadline for these questions?
This will be addressed under Amendment A001. 11/21/2023
11 X
It appears that Amendment A001 did not address Bidder Question #7.
Can you please define “all work”? Can the contractor complete all asphalt patching at all sites (one site at a time), then crack seal at all sites
(one site at a time), etc? If this is not allowed, it’s HIGHLY unlikely that the contract can be completed by 7/1/23 as stated in the contract documents.
This will be addressed under Amendment A002. 11/28/2023
12 X
The contract documents state that some of the microsurfacing is to be completed at night in Craters of the Moon. If the overnight temperatures do not meet the minimum specification of 45 degrees and rising, will the contractor be allowed to work? If not, will the contract completion date be extended?
Temperature requirements will be as specified, but the interim completion requirements will be revised under Amendment
A002.
