About this file
This document contains a bridge inspection report and related federal contract opportunity. The bridge inspection report details the findings of a routine inspection of the Duval Coulee Bridge located on the Charles M. Russell National Wildlife Refuge. Key issues noted include incorrectly lapped bridge rail sections, missing bolts in rail splices, gravel accumulation on the deck, erosion of grouted riprap under the bridge, and vegetation growth limiting visibility. The report provides condition ratings and recommendations for repair work including placing new riprap, cutting vegetation, cleaning the deck surface, and reassembling rail sections.
The related federal contract opportunity is a solicitation from the Department of Transportation Federal Highway Administration to perform repairs at the Charles M. Russell National Wildlife Refuge, including work items recommended in the bridge inspection report. The solicitation includes plans and physical data in attachments but no further specifics on response dates, award dates, pricing terms, or set asides.

Footnotes:
1/Recommended work are items noted by the inspection team on the date of inspection. Urgent items are those which pose a current threat to the strength or stability of the bridge, or involve a significant safety concern. Items are listed in their order of importance. Item 1 considered most important. Adjustments for location include geographical region and remoteness of the bridge adjustment. For multi-use structures such as water control structures or dam spillways, repair or reconstruction estimates, if applicable, are for the bridge component only.
2/Item c., when needed, is used for items up to $100,000 in construction value, except replacements, and includes a mark-up of approximately 18% assuming MMS program accomplishment. If the item is accomplished by other than MMS, the mark-up should be adjusted accordingly.
3/Items d. and e., when needed, are used for replacements, and work items over $100,000 in construction value, and use a sliding scale based on the construction estimate. If the item is accomplished by MMS, the mark-up should be adjusted accordingly.
4/Priority assessment value is a reflection of the criticality of a recommendation, with a value of 1, 2, or 3 representing a high priority safety hazard that requires immediate attention, and a 7 representing a non-urgent repair with little-or-no safety ramifications.

The west bank downstream is vertical. Scour has undermined the grouted riprap on both sides of the channel. There is also a 2 foot scour hole directly under the bridge. Channel degraded 1' to 2' between 2016 and 2018 inspection and 1 1/2' between 2018 and 2020 inspections.
Scour hole beneath grouted riprap at end of southwest wingwall.
Grouted boulder-sized riprap on geotextile fabric in front of both abutments, extends 15' upstream and downstream - Some boulders missing, grout is broken up and undermined, geotextile fabric exposed in several locations. Riprap slumped into channel at bottom of both slopes, worst is along west bank. Old timber abutments that were encased by grouted riprap are visible again. Geotextile fabric is exposed on west bank for 75' downstream. Undermining of grouted riprap on both sides of channel has caused some riprap to wash downstream.
Mud spatter on the underside of the bridge indicates waterway opening may be insufficient.
Scour depression in channel under bridge approximately 2' deeper than normal channel, caused by high velocity flow. Channel degraded 1' to 2' between 2016 and 2018 inspection and 1 1/2' between 2018 and 2020 inspection.
