About this file

This document contains questions and answers related to a federal solicitation for the Ochoco Ranger Station Road Overlay Project. The project involves hot asphalt concrete work, shoulder aggregate, asphalt milling, raising existing guardrail, new guardrail terminals, striping, and temporary traffic control along Ochoco Ranger Station Road from station 880+50 to 1309+00. The questions and answers provide clarification that fiber rolls totaling 2,200 linear feet referenced in the bid items are addressed under Amendment A001, the project requires compliance with State encroachment permit SCR 107.01, wood posts for traffic signs do not require concrete footings, the Government will not provide initial MRI data for the existing asphalt, and Type I smoothness specifications apply to the road section while Type IV applies to approaches without separate designation. The document also confirms quantities in the guardrail table and advises bidders to submit bids based on those quantities.

OR FLAP CROOK 123(1)

Ochoco Ranger Station Road Overlay Project

# General Technical Question Answer Date

1 X

I see the detail plan for bid item A2100 fiber roll and the quantity but have no idea on plan set where we are installing the 2,200 lnft. Is this a

‘just in case we need it’ budget number? Are there any further details you can share? Please advise.

This will be addressed under Amendment

A001.

2 X

Does this project encroach on any jurisdictions outside of federal control that would require us to get an Encroachment Permit?

Yes, see SCR 107.01. 2/2/2023

3 X

Do the wood posts need to be placed in concrete or could a non‐toxic post foam be used? Due to the lack of available water.

The plans do not require concrete footings for wood posts that traffic control signs will be mounted on. See Sheet F.5 for details.

4 X

Can you please provide the MRI Data for the existing asphalt on the Ochoco Ranger Station

Road Overlay Project?

The Government will not provide or collect the Initial Overall MRI before Contract

Award. See definition of Initial Overall MRI under Subsection 401.16(b).

5 X

Can you please confirm which roughness type and which “localized roughness and straightedge measurement pay reduction” table is designated on this project? Pavement types I‐IV are listed in section 416, but not necessarily “designated”, and in the contract plan on page C.1 there is a call out for “type I smoothness”

In accordance with Plan Sheet C.1, type 1 is the pavement roughness for Ochoco

Ranger Station Road 880+50 to 1309+00.

Plan Sheet E.1 does not designate a roughness for approaches, so in accordance with Subsection 401.01, the roughness designation for the approaches is Type IV.

6 X

Please confirm the Guardrail Quantity Table of

Plan Sheet E.2. Totals for ITEM 61701‐4500

GUARDRAIL SYSTEM MGS, TYPE 2, CLASS A,

STEEL POSTS do not correspond with stationing provided.

The quantities shown in the Table on Plan

Sheet E.2 are correct. Please submit bids for the quantities in the bid schedule.
