WA NPS PP MORA 2019(1)

Pavement Preservation Mt Rainier

# General Technical Question Answer Date

1 X Is the park allowing visitors for site visits or is COVID‐19 restrictions in place?

No. Snow and COVID‐19 are both contributing to the Pavement Preservation limits being inaccessible, but snow is the critical factor.

2 X Is there a contact to reach out to for access to the park?

No. See https://www.nps.gov/mora/index.htm to determine the Park's operating status.

On Checklist provided by your department, we don’t have “total for the schedule in the summary page” (see last page of bid schedule).

Just want to make sure that information that you have already provided will be considered for the checklist and no additional pages will be needed.

Page A‐9 is the last page of the bid schedule and has a space provided for the schedule total. Enter the information on the bid schedule pages provided and do not provide additional bid schedule pages with your bid.

Table 108‐0 lists restrictions for Ohana Campground Loop A‐H that work can only be performed April 15th to May 21st. Based on this information and the NTP for the project is it anticipated that this work will need to be performed in 2021?

We have received your question and will be providing an appropriate response.

Table 108‐0 lists restrictions for Ohana Campground Loop A‐H that work can only be performed April 15th to May 21st. Will Type 2 micro surfacing work on these routes be allowed after labor day?

We have received your question and will be providing an appropriate response.

Table 108‐0 lists restrictions for Ohana Campground Loop A‐H that work can only be performed April 15th to May 21st. Will AC Patching be allowed to be performed outside of the listed restrictions and if so when?

We have received your question and will be providing an appropriate response.

Section 409.05 Micro Surfacing Equipment allows for truck mounted and continuous machines for placement of Type 3 Micro Surfacing. With the project having over 40 miles of continuous roadways in an effort to mitigate the transverse joints which would be in excess of 400 if truck mounted units were allowed would it not be in the best interest of the FHWA to specify a continuous run machine for the Type 3 Micro Surfacing. Previous projects such as CA NPS YOSE 2018 (1) Pavement Preservation Yosemite required it on a similar project

At this time, we will not be modifying the requirements of Subsection 409.05. Bid accordingly.

9 X

Section 105.04 lists locations that can not be used for staging or storing and stockpiling of material does the FHWA have a list of stockpile locations that can be used on this project?

All of the locations listed in Subsection

105.04 are not restricted. The list of restricted areas are shown in Subsections 105.04(a) and (b). See paragraphs 1 through 3 for additional information.

10 X Could you provide the link to any “interested vendors” list or make one available for this project?

You can enter the beta.sam website (https://beta.sam.gov/) under your company’s registration and see the list of interested vendors.

There is no specified application rate for the micro surfacing, which in all other projects can be found in Section 409 – Microsurfacing, Table 409‐1 (see attachment – application rate).

Could you please provide this information.

We have received your question and will be providing an appropriate response.

12 X

Section 409 – Microsurfacing seems to be incomplete when compared to previous solicitations (see attached – application rate).

Will there be more information provided in this section, e.g. Section 409.03 Qualifications,

409.05 Mixing Equipment, 409.10 Application

(complete), 409.12/409.13 Measurement and Payment, respectively?

We have received your question and will be providing an appropriate response.

Section 409 – Microsurfacing does not indicate the use of self‐loading machines as is typically found on projects where Type III material is specified and when we see similar quantities.

There was a previous question regarding use of self‐loading machines and the response said to bid accordingly, meaning self‐loading machines will not be required. The concern still, is overall quality for the Owner, specifically the large number of joints left by using equipment that isn’t self‐loading. ISSA A143 is referenced throughout the specials and standards (see attached – transverse joints). ISSA A143, Section 6. Equipment, Number 6.2 “Mixing Equipment,” talks about specifying continuous machinery to minimize transverse joints. It also specifies in Section 11, Number 11.3 “Joints,” that transverse joints shall have no more than a

0.25 inches difference in elevation when measure by placing a 10 ft. straight edge over the joint and measuring the elevation difference. Section 409.10 “Application,” paragraph seven (7), states that ridges or bumps in transverse joints shall be removed from the finished surface. Should bidders assume that this specification will be in force?

Bid according to the contract requirements.

The government will enforce the contract requirements.

108.01(d) states no work between Oct 1 – May 1st, however 107.10(d)(20) states use of Sunrise parking lot between March 1 & July 31.

Also Table 108‐0 calls for Ohana Campground work to be performed April 15‐May 21, is 108.01(d) not applicable?

We have received you question and will be providing an appropriate response.

16 X What are the working hours? See FP‐14 Subsection 156.08. 5/7/2020

17 X Are there any restrictions around campgrounds? See Subsection 108.01. 5/7/2020

18 X

D.7 Pierce & Yakima County Line where are the limits? Do we resurface to the change of asphalt? Do we proceed under the pedestrian bridge marked “Wenatchee National Forest”? if yes how tall is the bridge clearance?

Perform work within the limits identified on Sheet D.1.

5/7/2020

19 X How talk is the clearance for the pedestrian bridge marked “Wenatchee National Forest”?

We will not be providing this information.

Bid accordingly.

5/7/2020

20 X What is the wait time or closure length restrictions?

See Subsections 108.01 and 156.04. 5/7/2020
