1. Is there a site visit scheduled?

No – see FAR 52.236-7 -- Site Visit (Construction) (Feb 1995) on page B-12.

2. Are the trees w/DBH >10" needing to have the root wads attached or can they be cut at stump?

3. It is unclear by the map how many trees will be removed, is there an estimate on the # needing removed?

No

4. Moving a complete tree w/branches, root wad and top still intact is a lot harder and costly than cutting the tree down to 40' or less. What are the requirements on removing these trees?

Do the branches and tops need to be left on for use as habitat or can they be cut? Does all leftover slash need to be moved to pit or just the root wads and boles?

Quote according to the Statement of Work – see paragraph 5.b on pages E6 – E-7

5. What does the "Line to be Constructed" mean on the plans, I'm assuming the centerline and elevations would remain relatively unchanged from current position?

The line to be constructed will be the centerline of the trail when the future trail is constructed.

6. It looks as though there would need to be BMP's (mostly silt fence) installed through the entire 1.5 miles or are there stretches where there is no run-off risk?

Silt fence would be required where needed as defined in the Statement of Work – see paragraph 5.a.x. on page E-5.

7. What is the haul distance from trail/tree removal to storage pit?

Has not been specifically measured.

8. May we go walk this project site? And assess the logistics for access?

Yes – see question 1 above.

9. The drawings are not clear on where the silt fence is required? Please clarify where the silt fence is to be installed.

See question 6 above.

The contractor is responsible for traffic control – see paragraph 7 on pages E-8 and E-9.

11. Can the parking area at the Lyre River be used for staging & reloading logs? (Eastside of the project)

Addressed in amendment 1 – see paragraph 2.c.iv on page E-3

12. Are root wads to be hauled out to the east to East Beach or out the west out Camp David

Road?

Either is sufficient, however, the pioneer road will stop short of the tunnel at the west end and there is likely no way to haul out the Camp David Junior side.

Additional drawing included with Amendment 1

14. How much room for root wads at North Winfield pit?

Not scheduled to be accomplished.

26. Are cross sections or survey/staking notes available?

Cross sections are provided with amendment 1

27. Are the trees with silver paint the ONLY trees being removed?

Yes, but others may need to be removed in order to access the work and the cost should be included in the quote.

28. What size vegetation do you want removed on this contract? I am not sure what you mean from the specs?

Refer to the SOW in Section E – Paragraph 5.a.iii states “Clear the roadway pioneering area of vegetation and obstructions”, therefore, ALL vegetation in the pioneering area is to be removed; FAR 52.236-9 loosely defines vegetation as “trees, shrubs and grass”

29. Can you please provide a map with better directions to the site?

Section F includes a map showing the the state, and general location within the state and then a project vicinity map that shows the trail head and project site. The beginning and end of the project have a Northing and Easting listed. Page 2 of the RFQ document erroneously lists latitude and longitude and is corrected by Amendment 0002.

No references to future contracts are included or implied. Refer to paragraph 5.a.iii states “Clear the roadway pioneering area of vegetation and obstructions”; FAR 52.236-9 loosely defines vegetation as “trees, shrubs and grass); Paragraph 5.b.ii states “Trees to be removed and/or salvaged are flagged/marked in the field.

33. Do you have clearing limit specifications for height and width of the clearing from trail center?

No – it varies. Approximate construction limits for a future project are shown.

34. Addendum #1 – Page E-7 Paragraph c – “Chip woody debris and non-merchantable trees (trees that are not the specified species or specified size)”- are these trees marked as well?

Paragraph c. on page E-7 involves Soil Erosion Control and does not discuss chipping.

Quote according to the Statement of Work – See paragraph 5.b.ii on page E-6 and 5.b.v on page E-7.
