Exit Glacier Road Bridge Rehabilitation
# General Technical Question Answer Date
1 X
Section 575 calls out for a primer coat but at the same time requires submission of manufacturer's application procedures. Most if not many of the manufacturers do not require or recommend a primer coat. Is a primer coat still required if it is not consistent with the manufacturer's recommendations?
A primer coat is not required if it is not consistent with the manufacturer's recommendations.

Please clarify Scope of Work Note 4. on the Exit Glacier Bridge Plan and Elevation Drawing.
There doesn't appear to be a pay item for this work and the scope isn't defined. If this item is to be included with the epoxy overlay please provide enough information to estimate the required work.
Clarification of Note 4 on the Exit Glacier Bridge Plan and Elevation Drawing, and additional information will be added under a forthcoming amendment.

Please confirm that the second binder coat is to be applied with broadcast aggregate similar to the first binder coat. This is the industry and product standard but the wording in Section 575 is unclear.
Yes, a second layer of aggregate should be broadcast.

Section 575 requires an ASTM D4263 moisture test prior to primer/epoxy application. This is a 16 hour test minimum to have any value.
Please clarify the "reduced duration D4263 test, as approved by the CO".
Clarifications will be made under a forthcoming amendment.

Please confirm that the test patches are to be done in advance of the work as a pre‐approval of the means/methods and that additional QC pull out testing is not required for the actual epoxy overlay. This appears to be what Table 575‐1 and the wording of Section 575 reads.
Yes, the interpretation is correct. 6/11/18

The sensitivity of the overlay process to moisture and precipitation is problematic given the local environment and weather patterns‐‐ especially considering the timing of the actual work by the time the award is in place, submittals are approved, and materials are mobilized. Bottom line‐‐the work is to be done going into the rainy season in Seward. If it rains during or after the 16 hour moisture test the contractor is starting over. If it rains during the surface prep, the process starts over. If it rains during the epoxy overlay process the contractor gets to mill the overlay off and then start over. Has the Department considered that this project will likely require phasing and temporary enclosure of work areas in order to achieve satisfactory results?
Bid accordingly. 6/11/18
