About this file
This Statement of Work (SOW) details a roofing replacement project for Building 5 at the San Francisco VA Medical Center. The project involves replacing the existing roof with a new Ethylene Propylene Diene Monomer (EPDM) roofing system on a 2-story, 5,600 square foot reinforced concrete building. Key requirements include demolishing existing roofing materials, fully remediating roof drains, and installing an adhered EPDM roofing membrane with a 20-year warranty, focusing on eliminating water infiltration and improving weather resistance and energy efficiency.
The project has a design duration of 180 days, with a total contract duration of 5 years and anticipated construction award within one year of delivering construction documents. The scope includes conducting an Infection Control Risk Assessment (ICRA) and pre-construction risk assessment to minimize mission impact. The project will be executed by the Department of Veterans Affairs Veterans Health Administration for the San Francisco VA Medical Center, with the solicitation number 36C26125Q0481 currently in the pre-solicitation stage.

San Francisco VA Medical Center 4150 Clement St San Francisco, CA 94121
Date: March 27, 2025.
Project: EPDM rubber roofing replacement in Building 5.
Scope of Work The San Francisco VA Medical Center requires to replace existing roof level on the primary hospital in Building 5. Building 5 is a gravity system structure. It is a 2-story building, and the total area of the building is 5600 SF. Building 5 is a reinforced concrete bearing wall building and it is rectangular in plan with overall dimensions of 60’x38’. Existing roof level consists of rocks and gravel on the top with refrigeration room at the top. Replacement of the existing roofing can eliminate water infiltration with weather sensitive and as such initial mitigation to limit infiltration is to be conducted independent of the weather, which is expected to experience continued raining seasons in upcoming future. A new Ethylene Propylene Diene Monomer (EPDM) replacement of roofing that can extend with 20-year warranty of weather resistance, low-cost maintenance, cost effectiveness, and energy efficiency in the existing roof.
Existing Conditions & Roof replacement.
Building 5 is a gravity system structural design. This building consists of reinforced concrete slab over metal deck, concrete pan joists, concrete beams, exterior walls, and six interior concrete columns along the center of the building. Existing roof level has a similar concrete slab spanning with between 8-1/2” deep concrete joist. The roof diaphragm over the added refrigeration room, which is composed of individual panels, supported on L3.5x3.5 section, which are bolted directly into the existing wall in Building 5. As depicted in the pictures attached, the roof area is encumbered with the refrigeration room. It has been repeatedly patched in as a manner that increases the difficulty of the mitigation at the roof. This permeation appears to extend along the air vent of the refrigeration room. Clogged drains from the water flowing off the roof and it will cause the ponding water on the flat roof.
Replacement actions – A new Ethylene Propylene Diene Monomer (EPDM) roofing is needed.
Demolish existing roofing materials inclusive of all previous for the areas of identified infiltration. Fully remediate roof drains including replacement as necessary and repair of any compromised deck structure. Reroof clear area with apply the adhered EPDM roofing membrane product, glues, and necessary sealant consistent with VA specification and having dry times to allow repairs to adequately cure before exposed to moisture again.
Bldg 5 Roof Area Approx. 60’x38’ SF
Constraints Projects are to be assessed for impact to the mission utilizing an Infection Control Risk Assessment (ICRA) and pre-construction risk assessment. Where the PCRA is found to represent significant impact to the means and methods of construction of individual tasks, the requirements of the said documents will be included on a drawing sheet for each tasking. Additional impacts identified by the VA may be required to be included in the drawing sets to address other impacts to construction as a means of ensuring continuation of operations is maximized throughout the construction period.
Existing Site Conditions The spaces involved in this requirement are not continuously occupied and as such no significant limitations are expected due to site conditions.
Period of Performance:
Design Duration (Delivery of Construction Documents) 180 Days Total Contract Duration (Delivery of As-Builts) 5 Years* *Construction Award anticipated within one year of delivery of Construction Documents with construction Period of Performance informed by said documents.
