About this file

This is a Notice of Award issued by the Nevada State Purchasing Division for the Nevada Department of Public Safety-Highway Patrol in conjunction with Churchill County for phlebotomy services in the Carson City area. The solicitation (65DPS-S3771) seeks qualified vendors to provide 24/7 phlebotomy services for the collection of evidentiary blood samples from individuals arrested on suspicion of driving under the influence across the Carson City, Tahoe, Gardnerville, and Minden service areas. The proposal submission deadline was April 1, 2026, with bidding conducted through the NevadaEPro electronic procurement platform. Carson Tahoe Regional Medical Center was awarded the contract on April 2, 2026. The contract term runs from July 29, 2026 through July 30, 2030, with an estimated project value of $35,000.00. The contract will not become effective unless and until approved by the Board of Examiners.

Phlebotomists must be appropriately licensed in accordance with Nevada Revised Statutes 484C.250 and must comply with strict chain of custody protocols to preserve evidentiary integrity. Vendors must maintain a physical location within the specified geographic service area to satisfy the two-hour collection window mandate and complete affidavits or declarations under penalty of perjury for each blood draw. Pricing proposals are to be submitted on a per-draw or per-suspect basis across four service categories: standard business hours draws, after-hours draws, series draws during business hours (2-3 draws), and series draws after-hours (2-3 draws). All successful vendors must maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 general aggregate/$1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with statutory coverage, and Professional Liability ($1,000,000 per claim/$2,000,000 annual aggregate), with all policies naming the State of Nevada as additional insured and carriers maintaining A.M. Best ratings of not less than A-VII. An 11-day appeal period has commenced for unsuccessful vendors, with inquiries regarding the solicitation directed to Kasen Cornmesser, Contract Manager, at k.cornmesser@dps.state.nv.us.
