About this file

This is a Request for Proposal (RFP) issued by the City of Chicago, Department of Technology and Innovation, for a System Integrator to implement time, attendance, and payroll software solutions. The City seeks a qualified respondent certified to implement ADP Workforce and Workday enterprise solutions to replace its legacy Oracle Enterprise Resource Planning system (originally implemented in 2002 and migrated to Oracle Cloud) and IBM AS400 time and attendance system. The implementation will serve the City's workforce of approximately 33,000 employees across 39 departments governed by 44 collective bargaining agreements. The pre-solicitation conference is scheduled for February 4, 2026, at 10:00 AM Central Time at 2 North LaSalle, Chicago, Illinois, with virtual attendance via Microsoft Teams available. Proposals are due by 3:00 PM Central Time on February 17, 2026, submitted electronically through the City's iSupplier portal. Oral presentations are scheduled for February 23–27, 2026. The contract will initially run for twenty-four (24) months, with an optional thirty-six (36) months of additional one-year extensions at the City's sole discretion. The anticipated period of performance includes discovery, execution, organizational change management, training, and a minimum of six months of post-go-live hypercare support.

Pricing is structured on a phased basis including discovery, execution, organizational change and training, and hypercare, with respondents required to submit detailed cost proposals using the provided template with fully loaded hourly rates by project phase and resource category. The City has established contract-specific goals requiring 25% Minority Business Enterprise (MBE) participation and 5% Women Business Enterprise (WBE) participation, with respondents required to demonstrate good faith efforts or request waivers with supporting documentation. The funding source is identified as BOND financing with no specified total agreement amount; payments will not exceed stated amounts without written amendment. The City will not be responsible for payment of any amounts incurred by respondents in preparing proposals or participating in conferences, site visits, or negotiations. Respondents must comply with all federal, state, and local laws, including prevailing wage requirements, maintain specified insurance coverage (workers' compensation, general liability, automobile liability, professional liability, and cyber liability), submit Economic Disclosure Statements, and provide three years of audited financial statements. The City reserves the right to reject any or all proposals, terminate the RFP at any stage, and enter into concurrent competitive negotiations with multiple qualified respondents to ensure best value.
