The Contractor must provide all labor, materials, and equipment; conduct work Monday through Friday between 0800-1900 EST (excluding Federal holidays) with lunch hours 1130-1230 EST; obtain base access approval for all personnel through the USCG TRACEN Yorktown Short Term Contractor's Access List (allowing up to 5 working days for approval); and deliver detailed inspection and testing documentation within five business days of project completion. All travel costs and written reports in Microsoft Office-compatible formats must be included in the firm-fixed price quote. Site visits are strongly encouraged, requiring visitors to provide full legal name, date of birth, contact information, Driver's License, vehicle registration, and proof of insurance.

STATEMENT OF WORK (SOW)

FOR

Upgrading the Electronic Message Center

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard (USCG) Training Center (TRACEN) Yorktown, located at 1 US Coast Guard Training Center Yorktown, Yorktown, VA 23690, operates a double-sided electronic message center. The existing system is in front of the gym which services over 800 people per day. The existing system is out of date not functioning properly, which in turn is detrimental to MWR communication of its programs to all personnel. An updated internal system would allow for more information to be passed.

1.2 SCOPE

This statement of work covers the removal and disposal of the existing system and the acquisition and installation of a new 10mm EMC. The Contractor shall provide all labor, materials, and equipment necessary to remove and dispose of the existing system and install the new 10 mm EMC.

1.3 OBJECTIVE

The objective of this procurement is to obtain a new EMC that meets the needs of the Training Center Yorktown MWR. Allowing for proper communications to its patrons. The EMC will provide vital updates to members allowing proper dissemination of upcoming events and closures. The product delivered must meet all specified requirements and be suitable for immediate operational use upon installation.

The Contractor shall provide all necessary tools, equipment, and materials required to perform the specified tasks.

1.4 SITE VISIT

Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit before finalizing their bids. It is expected that offerors or quoters inspect the site where the work will be performed to better understand the scope of the project. Please note that all visitors must provide the following information prior to scheduling a site visit: full legal name, date of birth, contact number, email address, Driver’s License, registration of vehicle and proof of insurance.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE. Remove and dispose of Existing 29”x63” 19mm Double Sided Electronic

Message Center (EMC)

2.1.1 Contractors shall remove and dispose of the existing 26”x63” 19mm EMC.

2.1.2 During removal of existing 26”x63” 19mm EMC system, the contractor shall reserve any electrical wires and accessories that are compatible to the new 10mm EMC system for immediate usage, integration, install and operations of the new 10mm EMC system.

2.2 TASK TWO. Replacement Requirements

TASK 2.2.1 Display Features

• Pixel Pitch - 10.16mm

• Pixel Configuration - SMD 3-in-1

• Character Height – 2.8” and larger

• Module Dimensions – 12” x 12”

• Matrix Configuration – 30 x 30 pixels

• Color Capability – 1.2 quintillion

• Viewing Angle – 150” Horizontal, +29 degrees/-45 degrees vertical

• Video Frame Rate – 60 FPS

• Max Brightness – 8500 nits

• Power – 120 or 240 volt split phase 60Hz

• Communications options – RWF, 4G Wireless, High Speed Fiber

• LED modules

TASK 2.2.2 Durability Requirements

• The contractor shall supply, install, and integrate a 10mm (EMC) screen that is completely weather-resistant and optimized for uninterrupted outdoor operations.

• All-Weather Resilience: The screen must maintain full structural and operational integrity under all environmental conditions, including torrential rain, heavy snow, high humidity, ice accumulation, and blowing dust.

• Temperature Extreme Performance: The unit must operate continuously within local ambient temperature extremes without degradation of performance, color shift, or structural warping.

• Moisture and Ingress Protection: All enclosures, connectors, and internal electronic assemblies must feature robust ingress protection (minimum IP66 rating) to prevent the entry of water, moisture, and fine particulates.

• Corrosion Resistance: Exposed materials, brackets, and fasteners must utilize marine-grade or treated materials to prevent rust and corrosion from prolonged exposure to salt fog, acid rain, and UV radiation.

2.3 TASK THREE Install new 10mm EMC system

2.3.1 The Contractor shall furnish, install and disposal of waste for the10mm EMC display.

2.3.2 Any deviations or non-compliance with regulatory requirements shall be immediately reported to USCG TRACEN Yorktown for resolution, and corrective actions shall be implemented promptly to address any identified issues.

2.3.3 The Contractor shall maintain a safe working environment throughout all phases of the contract, implementing appropriate safety protocols and procedures to mitigate the risk of accidents or incidents during the upgrade of the electronic double sided messenger.

2.4 TASK FOUR PROVISION OF DETAILED INSPECTION AND TESTING INFORMATION.

2.4.1 All documentation shall be provided to USCG TRACEN Yorktown in a timely manner, within five business days of the completion of the electronic message center upgrade. The documentation provided shall be clear, accurate, and organized, allowing for easy verification of

compliance with regulatory requirements and quality standards.

2.4.2 Any discrepancies or inconsistencies identified in the documentation provided shall be promptly addressed by the Contractor, with corrective actions implemented as necessary to ensure the accuracy and completeness of the records.

3.0 CONTRACTOR PERSONNEL

Contractor personnel must be qualified to work on electronic double sided message centers.

3.1 QUALIFIED PERSONNEL

The Contractor must provide qualified personnel to perform all requirements specified in this

SOW.

3.2 EMPLOYEE IDENTIFICATION

3.2.1 Contractor employees visiting Government facilities must wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, and badge expiration date. Visiting Contractor employees must comply with all Government escort rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and always display all identification and visitor badges in plain view above the waist.

3.2.2 Contractor employees working on-site at Government facilities must wear a government issued identification badge. All Contractor employees must identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government always issued badge in plain view above the waist.

3.3 EMPLOYEE CONDUCT

Contractor’s employees must comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of Department of Homeland Security (DHS) uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor must ensure Contractor employees always present a professional appearance and that their conduct must not reflect discredit on the United States or the Department of Homeland Security. The Project Manager must ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.

3.3 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.

Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY

Contractor access to classified information is not currently required under this SOW.

4.1.1 WORK RESTRICTIONS/BASE ACCESS: All persons entering TRACEN Yorktown are subject to National Crime Information Center (NCIC) background checks. Those found to have felony convictions, outstanding warrants of any type, and registered sexual offenders will be denied access by security. The Commanding Officer reserves the right to refuse entry based on other criminal charges, convictions, and concerns. TRACEN Yorktown meets and exceeds requirements set forth in Directive-Type Memorandum (DTM) 14-005, “Access to Federal Bureau of Investigations (FBI) NCIC Files.”

4.1.2 The contractor shall submit the required USCG TRACEN Yorktown Short Term Contractor's Access List for USCG Training Center Yorktown with all personnel who will be coming on site to the designated government representative before work starts on site. This access list shall be filled out and submitted to the General Contractor, who will forward it to the Base Security Officer for approval. No personnel will be allowed on base until the required information is submitted and approved by the government. The contractor shall anticipate that it could take up to 5 working days to receive approval of the access list. It is the contractor's responsibility to submit this list in a timely manner and with all required information provided.

Any delays to the project due to the access list not being approved (late submission of list or missing/incorrect information) are the contractor's responsibility and not the governments.

Persons not included on the access list will not be allowed on base. All contractor personnel, subcontractor personnel and visitors shall be included on the list. List shall be updated and resubmitted for new contractor personnel, subcontractor personnel and contractor visitors before they are allowed access to the base.

4.1.3 If the contractor desires, a RAPID Gate pass may be used instead of obtaining daily passes by calling 1-877-RAPID Gate (1-877-727-4342). More information about the enrollment process can be found in the attachment titled “RAPID Gate Program Enrollment Information".

Once enrolled and eligible to receive a RAPID Gate credential, employees will be able to apply at the kiosk located at the USCG TRACEN Yorktown Security Building and pick up the credential at the same location once approved. Companies already enrolled in the RAPID Gate Program at another installation such as Norfolk Naval Base, may request access for their employees at this installation by calling 1-877RAPlDGate (1-877-727-4342). Once the company is approved by USCG TRACEN Yorktown, its employees who already hold RAPID Gate Credentials will be able to use them at this installation.

4.2 PLACE OF PERFORMANCE

The primary place of performance will be a combination of the Contractor’s facilities and Training Center Yorktown at 1 US Coast Guard Training Center Yorktown, Yorktown, VA 23690.

4.3 HOURS OF OPERATION

Contractor employees shall conduct their work between the hours of 7:00 am and 7:pm(0800 and 1900) EST, Monday through Friday (except Federal holidays). Lunch hours are 1130 to mailto:Terry.L.Ellis@uscg.mil

1230 EST and will not have staff available.

4.4 TRAVEL

Contractor travel shall be required to support this requirement. All travel shall cost shall be included in the firm-fixed price of the quote.

4.5 GENERAL REPORT REQUIREMENTS

The Contractor must provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Microsoft Office Applications).

5.0 GOVERNMENT FURNISHED RESOURCES

The Government will provide the equipment listed on Attachment 1 for off-site Contractor use in performing work under this contract.

The Contractor shall use Government furnished facilities, property, equipment and supplies only for the performance of work under this contract and shall be responsible for returning all Government furnished facilities, property, and equipment in good working condition, subject to normal wear and tear.

6.0 CONTRACTOR FURNISHED PROPERTY

The Contractor must furnish all facilities, materials, equipment, and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in

SOW.
