About this file

This document is a Limited-Sources Justification for a sole-source contract under the General Services Administration's Multiple Award Schedule Program.

The Department of Homeland Security, United States Coast Guard (USCG) Training Center Yorktown intends to award a sole-source, firm-fixed-price order valued at $104,379.14 to Fortior Solutions, LLC to provide access control equipment, subscription services, software, and maintenance for up to six handheld scanners at the USCG Training Center in Yorktown, Virginia. The justification cites that Fortior Solutions is the sole provider of the RAPIDGate Program and its associated RcX capabilities, which are required to comprehensively scan and verify a wide range of identification credentials. The government conducted market research but found no other vendors capable of meeting the specific access control requirements. This notice is not a request for competitive proposals, but any parties who believe they can perform the requirement are invited to submit capability statements by June 11, 2024 for the government's consideration.

Limited-Sources Justification

Pursuant to the Multiple Award Schedule Program (as authorized by 40 U.S.C. § 501), this justification is prepared in accordance with the requirements of Federal Acquisition Regulation

(FAR) 8.405-6(c) for the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3. The circumstance justifying restriction is FAR 8.405-

6(a)(1)(i)(B) through the following facts and rationale:

(1) Agency and Contracting Activity.

The Department of Homeland Security, United States Coast Guard (USCG), Training Center

Yorktown proposes to enter into an order on the basis of a limited-sources justification.

(2) Nature and/or description of the action being approved.

(a) Nature of action: USCG intends to limit competition to Fortier Solutions

(b) Name and address of the contractor:

Fortior Solutions, LLC

5800 NE Pinefarm Court

Hillsboro OR 97124

(a) Contract type: Firm-Fixed-Price

(b) Estimated total value (including options): $104,379.14

(c) Type of funding: Operations and support funds

(d) Year of funding: Fiscal Year 2024

(e) Solicitation number: 63100PR240000149

(f) Background information about the requirement: The RAPIDGate® Program is a high-assurance identity management program for vendors, contractors and service providers who require escorted or authorized access to secure facilities or sensitive corporate resources. The program assists in guarding against threats such as unauthorized access, identity theft, fraud or cyber-crime.

(3) Description of Supplies/Services.

Fortior Solutions will provide access control equipment, subscription services, software and all maintenance to operate up to six (6) handheld scanners at the main access control point of the

U.S. Coast Guard training center in Yorktown, Virginia. The RcX Program enhances security by adding multi-credential scan, read, and verify capabilities to the RAPIDGate® Program. The

Program scans/reads Common Access Cards (“CAC”), retired military and military dependent identification cards (“Teslin”), PIV, PIV-I, Transportation Worker Identification Credential

(“TWIC”), U.S. state-issued driver licenses, U.S. state-issued identification cards, Canadian-issued driver licenses, and Canadian-issued identification cards (excluding Quebec). RcX capabilities will be operational 24/7.

The RAPID-RCx Program is designed to enhance security and access control capabilities at U.S.

Coast Guard, Training Center Yorktown and to provide visitors with a means of more quickly and securely accessing such facilities and installations

(4) Identification of the justification and the rationale.

FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).

The Contracting Officer has determined that issuing the proposed task order to Fortier Solutions represents the best value and will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government’s needs. The ordering activity has considered the following:

Based on the conducted market research and the unique capabilities of the RAPIDGate®

Program provided by Fortior Solutions, the Contracting Officer has determined that this order represents the best value to the government. The RAPIDGate® Program, with its comprehensive multi-credential scan, read, and verify capabilities, ensures the highest level of security for the

U.S. Coast Guard Training Center in Yorktown, Virginia. The proprietary nature of the RcX

Program, combined with Fortior Solutions' proven track record and the operational requirements of 24/7 access control, justifies the limited-source acquisition as being in the best interest of the government.

(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted to identify potential vendors capable of providing the necessary access control equipment, subscription services, software, and maintenance required by the U.S.

Coast Guard Training Center in Yorktown, Virginia. This research included:

• Reviewing the General Services Administration (GSA) Schedule 70 for Information

Technology products and services.

• Contacting industry experts and consulting relevant market reports to identify potential suppliers.

• Reviewing past award data and feedback from other military installations using similar systems.

The results of the market research indicated that Fortior Solutions is the sole provider of the

RAPIDGate® Program and its associated RcX capabilities. The RAPIDGate® Program's unique ability to scan and verify a wide range of identification cards and credentials, including CAC, Teslin, PIV, PIV-I, TWIC, and various U.S. and Canadian state-issued driver licenses and identification cards, is not matched by any other provider on the market. No other vendor was found to offer a comparable solution that meets the specific requirements of the U.S. Coast

Guard Training Center.

(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.

To ensure compliance with FAR 8.405-1 and 8.405-2 in future acquisitions, the agency will:

• Continually monitor the market for new entrants or advancements in access control technology that could provide comparable capabilities to the RAPIDGate® Program.

• Engage with industry through Requests for Information (RFIs) and industry days to keep abreast of technological developments and alternative solutions.

• Conduct periodic market research to reassess the availability of other vendors capable of meeting the U.S. Coast Guard Training Center’s access control needs.

If new vendors or technologies emerge that can provide equivalent or superior access control solutions, the agency will evaluate these alternatives to ensure competitive procurement processes are followed in future acquisitions.

(9) Technical/Requirements Personnel Certification.

I certify that this requirement meets the Government’s minimum need and that the supporting data, which forms a basis for the justification, is accurate and complete.

Terry Ellis Date

Technical Representative

(10) Contracting Officer’s Certification.

I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.

John Caicedo Date
