*****QUESTIONS SPECIFIC TO THE IDIQ:

QUESTION 1:

Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

ANSWER 1:

The IDIQ is a new requirement. A child observation study and data collection were previously performed by Child and Family Research (CFR) at Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) between December 2015 and January 2017 as part of an interagency agreement (CPSC-I-14-0016).

QUESTION 2:

What was the previous contractor awarded value please?

ANSWER 2:

CPSC will not provide funding information about the IAA. Contractors are required to review the scope of the IDIQ and the task order to determine their price list and level of effort.

QUESTION 3:

Can the proposal be submitted electronically?

ANSWER 3:

Yes, as stated on page 1 of the attachment “Instructions to Offerors”.

QUESTION 4:

Is it acceptable to submit one or two key personnel if they cover all contractor requirements listed in the PWS and Instructions to Offeror?

ANSWER 4:

Yes, as long as their background and experience meet the contractor qualifications specified.

QUESTION 5:

How many past performances would CPSC like included in Volume III? Is there a page limit for volume III?

ANSWER 5:

No page limit. Please include the experiences most relevant to the scope of the contract and that demonstrates the experience listed in Contractor Qualifications.

QUESTION 6:

What format (word versus excel) would CPSC like the pricing volumes I and IV submitted?

ANSWER 6:

Microsoft Word, Microsoft Excel and PDF are all acceptable formats.

QUESTION 7:

Will CPSC provide additional clarification on what they mean by pricing menu? What additional components beyond labor rates should be included for the IDIQ?

ANSWER 7

Description of labor categories including knowledge, education, and experience levels and the hourly rate corresponding to each category. The contractor should include all relevant items that are anticipated to be required with the relevant price for each item in each option period. The suggested labor categories included in the Instruction to Offerors, however each offeror is responsible for ensuring their quote includes pricing for the full scope of this requirement.
