About this file
This is a Mission-Essential Contractor Services notification document issued by the Department of Defense on April 10, 2026, establishing requirements under DFARS 252.237-7023 and DFARS 252.237-7024.
The document designates all services required within the Performance Work Statement (PWS) as mission-essential contractor services in support of DoD mission-essential functions. Offerors are required to submit with their proposal a written plan describing how they will continue to perform the essential contractor services. The document defines "essential contractor services" as services provided by firms or individuals under contract to DoD to support mission-essential functions, including support of vital systems such as ships owned, leased, or operated in support of military missions or roles at sea; associated support activities including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are classified as essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by their interruption. "Mission-essential functions" are defined as those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, with failure to perform or sustain these functions significantly affecting DoD's ability to provide vital services or exercise authority, direction, and control.
