About this file

This is a bid specification document issued by the Pennsylvania State Police Department for lawn care maintenance services at the Troop L Jonestown facility located at 3185 State Route 72, Jonestown, PA. The project requires contractors to furnish all labor, equipment, and materials to perform comprehensive lawn care maintenance including weekly mowing from April through the end of the growing season, trimming and pruning of shrubs, bushes, trees, and landscaping in May, June, and September, monthly weed control during the cutting season, annual fall cleanup of leaves and debris, and annual maintenance of two retention ponds including removal of unwanted trees and bushes. The contract term is five years effective upon issuance of a valid purchase order. Prospective bidders must complete a mandatory site visit attended by the entity responsible for invoicing and contract performance; the visit must be documented with a signed Proof of Visit form completed by the Station Commander or authorized representative. All bids must be submitted electronically through the PA supplier portal at www.pasupplierportal.state.pa.us no later than April 10, 2026 at 11:00 a.m., and bidders must complete the required cost matrix, Worker Protection and Investment form (BOP-2201), current PA small business certification, and proof of insurance listing the Pennsylvania State Police as certificate holder and additional insured.

The Commonwealth of Pennsylvania will compensate contractors only for services actually rendered and assumes no obligation to require the contractor to perform any minimum amount of work under the contract. Special notes indicate that the Station Commander may designate mowing and weed control services to be less than or more than specified, depending on weather conditions such as drought that may affect grass growth. Additionally, contractors may not store, park, or leave equipment unattended on PSP properties when not in use, and all subcontractors are held to the same standards as prime contractors. Questions regarding the solicitation must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than April 10, 2026 at 11:00 a.m., and all bidders are responsible for monitoring the DGS eMarketplace website for any change notices related to this IFB.
