About this file
This document is a flyer issued by the Commonwealth of Pennsylvania's Division of Procurement and Contracting regarding Solicitation Number 6100051358 for Legionella Water Sampling at the Pennsylvania Soldiers' & Sailors' Home (PSSH) and the Hollidaysburg Veterans' Home (HVH). The solicitation requires CDC ELITE certified laboratories to provide Legionella testing services following the ISO 11731:2017 (E) standard. Bidders must have attended both pre-bid conference calls to be considered responsive, and the bid opening date is September 18, 2020. The flyer clarifies requirements around biocide sampling and testing methods, specifically that Legiolert testing may not be accepted at this time.
The flyer also states that except as clarified and amended, the original solicitation terms, conditions, specifications, and instructions remain in effect. No other salient pricing, funding, or contracting details are provided in the flyer.

| Changes: 1. What exactly is referred to for biocide sampling? What kind of biocides? Chlorine Content? |
-This testing will show microbial growth, or unwanted organisms. There are Chlorine Oxidizing test kits and Biocide test kits I believe show these levels.
2. Because on-site visits were canceled and both sites were covered during the prebid meetings, will you consider bids from contractors who only attended one of the two prebid conference calls to be responsive?
- In order to be responsive, attendance to both calls is mandatory.
3. 1 - Criterion is CDC ELITE Certified for the handling and testing of Legionella bacteria in water supply systems. Our lab is listed by the CDC as an ELITE testing program participant and we are accredited by the AIHA Laboratory Accreditation Programs (AIHA-LAP), LLC (ID 100424) EMLAP program since 2010. Our Legionella testing method follows ISO 11731:2017. Our laboratory meets the requirements of accreditation to the ISO/IEC 17025/2017 international standard, General Requirements for the Competence of Testing and Calibration Laboratories, demonstrating technical competence for a defined scope and the operations of a laboratory quality management system. Labs are usually AIHA or A2LA, and we are AIHA. Will you accept this accreditation?
-Labs should also be Accredited by the American Association for Laboratory Accreditation and provide certification number
2 – Will Legiolert be accepted as a testing method? Legiolert is its’ own method from IDEXX and is accepted by the CDC but at this time there is no ISO or EPA Method.
-Method for lab sampling to be followed ISO 11731:2017 (E).
