About this file

This Performance Statement of Work (SOW) details the Enterprise Safety Applications Management System (ESAMS) modification and maintenance contract for the Naval Facilities Engineering Systems Command (NAVFAC). The contract will provide public safety-related information technology support for approximately 25,000 system users across 101 Navy shore installations worldwide, focusing on comprehensive data management of safety program records and federal record-keeping compliance requirements.

Key technical requirements include developing IT capabilities for hazard identification, employee communication, facility asset management, training administration, incident reporting, personnel tracking, and integrated applications with performance metrics. The one-year base contract, with two potential one-year option periods, will require the contractor (specifically HGW and Associates, LLC through a sole source award) to modify existing system modules, provide help desk and application support, conduct user training sessions, and deliver monthly status reports. The contract involves working with Controlled Unclassified Information (CUI) at a Tier 1 security level, with all support personnel required to be U.S. citizens who can obtain and maintain appropriate personnel security investigations.
