About this file

This is an Invitation to Bid (ITB) issued by the State of New Mexico General Services Department Purchasing Division for Highway Equipment, Accessories, Parts & Labor D-3. The solicitation seeks to establish a price agreement for procurement of parts and installation of components and accessories to upfit highway and off-road heavy equipment, as well as automotive, passenger, and light trucks for maintenance and safety purposes. Specific items include computer stands, consoles, modems and accessories; visual and audio warning systems; decals, wraps, stripes and letters; and related labor services for the New Mexico Department of Transportation District 3 (D-3). The bid submission deadline is August 18, 2026, at 2:00 PM, with formal sealed bid opening to occur immediately thereafter via Microsoft Teams. Sealed bids may be submitted electronically through eProNM or in labeled envelopes. The price agreement term is one year from the date of award with an option to extend for up to three additional years on a year-by-year basis by mutual agreement, not to exceed four years total. No site visits or bidders' conferences are specified in the solicitation.

Bidders must submit percentage discounts from published list prices on seventeen line items covering parts and labor services, with separate hourly rates for various installation and repair work. All prices must be submitted independent of other bids and must exclude state and local taxes, which will be added separately to invoices at current rates; only labor is subject to gross receipts tax. Successful bidders must be authorized dealers with physically established dealerships in New Mexico, including parts and service facilities and OEM-certified mechanics. Multiple awards are anticipated to ensure availability and timely delivery. The State reserves the right to award in total, by groups of items, by individual items, or in any combination, and reserves the right to cancel orders or the agreement without cost if the contractor fails to meet contractual provisions. A valid W-9 form signed with a wet signature or verified digital signature dated within the current calendar year is required with bid submission. No guarantee of quantity or dollar amount of work is provided, and failure to respond to state requests may result in termination of the price agreement.
