About this file
This is a Treasury Standard Form 1009 - Sole Source Justification for Acquisitions at or Below the Simplified Acquisition Threshold, dated February 23, 2026, with contracting officer approval dated April 21, 2026.
The Internal Revenue Service Corresponding Production Services Branch, through the IRS Northeast Procurement Office, is seeking to procure Infoprint 5000 ink and Ink Collection Pads for high-speed inkjet printers currently operated at IRS Correspondence Production Services sites in Detroit, Michigan and Ogden, Utah. These sites produce over 200 million letters annually. The sole source vendor is Ricoh USA Inc (Requisition No. 5000226246). The justification for sole source acquisition cites both brand-name and "other" factors, specifically that Ricoh is the only manufacturer and supplier of OEM-certified ink compatible with the IP 5000 inkjet printers. The government notes that use of refurbished or generic ink would void the manufacturer's warranty on the multi-million-dollar printers and could result in equipment failures requiring expensive service repairs exceeding the printer acquisition costs. The justification was certified by the requiring activity program office and approved by contracting officer Tanya Burnett as warranted under FAR 13.106-1(b), supporting the determination to solicit as a brand-name requirement and award to the sole identified vendor. The estimated dollar value has been redacted from the document.

DEPARTMENT OF THE TREASURY
SF 1009 - FAR 13.106-1(b) SOLE SOURCE JUSTIFICATION FOR
ACQUISITIONS AT OR BELOW THE SIMPLIFIED ACQUISITION THRESHOLD
Treasury Standard Form – 1009 (Rev 10/18)
Prescribed by Treasury: DTAP 1013.106(b)
1. Identification of the requesting activity and contracting activity.
This requiring activity is the IRS Corresponding Production Services Branch and the contracting activity is the Internal Revenue Service Northeast Procurement Office.
2.a A description of the supplies or services required to meet the agency’s needs.
The Correspondence Production Services (CPS) sites provide the full range of first-class volume and repetitive business correspondence mailing services to taxpayers and businesses.
The CPS sites began using the Ricoh/Infoprint 5000 high-speed inkjet printers in 2018 to produce over 200 million letters yearly. To print these letters, we require the ink specifically developed to run on these machines and at these high speeds. Collection Pads collection drips of ink from print heads.
2.b Name and business size of the vendor. Ricoh USA Inc
2.c Requisition No. 5000226246
3. IGCE/Estimated dollar value.
for this purchase of IP 5000 ink and Ink Collection Pads.
4.a Identification of the circumstances that preclude competition (Check the appropriate box that applies).
Urgency Exclusive licensing agreements X Brand-name Industrial mobilization.
X Other The only supplier/distributor of this product is Ricoh.
4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).
There is only one source that manufactures/supplies this type of ink that is OEM certified to run on the IP 5000 inkjet printers. No other distributors/vendors can source this ink.
This request is for Infoprint 5000 ink and Collection Pads for the Ricoh inkjet printers at IRS
CPS (Detroit, MI) & (Ogden, UT) currently under warranty that requires OEM TAA
Compliance. Based on the Manufactures warranty if refurbished or generic ink is used the warranty will be voided. In addition, a major impact has been realized that if one uses refurbished or generic ink for the multi-million-dollar printers may end up breaking down that then require service call to repair each printer which result in paying more for service repairs than what the printer’s cost.
