About this file
This is an evaluation scoresheet for a Request for Proposal (RFP) issued by Cache County School District (Solicitation #CCSD-31626) for the adoption of a comprehensive character education curriculum for grades K-8. The district is seeking a research-based curriculum that promotes positive school culture, supports student well-being, and teaches essential character traits and life skills to support students' academic, behavioral, and social success. The curriculum must be developmentally appropriate for elementary and middle school students, require minimal educator preparation, and provide implementation tools, assessment mechanisms, and ongoing program sustainability support. The selected curriculum must demonstrate flexibility for implementation during advisory periods, homeroom sessions, counseling lessons, or integrated instructional time.
The evaluation scoresheet uses a weighted scoring system totaling 100 points, with 75 percent allocated to technical criteria and 25 percent to cost evaluation. Technical evaluation criteria include alignment to scope of work, progress monitoring and assessment tools, grade-level specificity and developmental appropriateness, family resources and home-school connection supports, engagement of student materials including videos and activities, quality of lesson design and instructional materials, and professional development and implementation support. Cost points are calculated using a formula whereby the lowest proposed price receives 100 percent of available cost points, with all other proposals receiving proportional points based on their percentage differential above the lowest price. The scoresheet provides spaces for evaluator identification, firm name, date, and individual criterion scores across eight RFP sections (VIII-1 through VIII-5 and XI-5).
