About this file

This is a Cost Proposal Form for a Character Education Curriculum Adoption solicitation issued by Cache County School District in Utah (Solicitation #CCSD-31626). The district is seeking a comprehensive, research-based character education curriculum for grades K-8 that promotes positive school culture, supports student well-being, and teaches essential character traits and life skills. The district serves approximately 14,000 students in grades K-8, with approximately 360 elementary teachers in grades K-5 and 182 teachers in grades 6-8. The initial implementation will focus on a K-5 roll-out with grades 6-8 to be added in future years. The curriculum must be developmentally appropriate, include strong educator support requiring minimal preparation, and be flexible for implementation during advisory, homeroom, counseling lessons, or integrated instructional time. All pricing proposals must reflect a five-year contract term based on elementary grade counts.

Offerors must provide pricing for all required components including digital student access/licenses for approximately 9,388 K-5 students per year over five years, digital teacher access/licenses and print teacher materials for 360 teachers, initial professional learning consisting of half-day in-person sessions in August 2026, and shipping and handling costs for print materials. The district does not intend to purchase consumable student workbooks; all student materials must be in digital format and printable by teachers. Student licenses must be transferable between grade levels to accommodate enrollment fluctuations, and any additional licenses or materials required due to enrollment growth must be available at the same unit pricing and contract terms. The cost evaluation will be based on the total cost of all required components, with the lowest bidder receiving 100 percent of price points and all other offerors receiving points based on how their proposed price compares to the lowest proposal. Offerors whose proposed price exceeds 200 percent of the lowest proposal will receive no points.

Character Education Curriculum Adoption (Grades K–8)

Solicitation #CCSD-31626

COST PROPOSAL FORM

ATTACHMENT B

Cache County School District has approximately 14,000 students in grades K–8. Student enrollment may fluctuate annually. CCSD has approximately 360 elementary teachers in grades K-5, with approximately 60 teachers at each grade level. There are approximately 182 teachers in grades 6-8. We intend to begin with a K-5 roll-out and will add grades 6-8 in future years, so all pricing must be based on elementary counts

The District does not intend to purchase consumable student workbooks. All student materials must be in a digital format and printable by the teacher.

Offerors must complete all sections below. All pricing shall reflect the total cost to CCSD for a five (5) year term. CCSD will evaluate cost using the Total Cost of All Required Components identified in Section E.

Purchasing will use the following cost formula: The points assigned to each offeror's cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on the percentage by which their Proposed Price exceeds the Lowest Proposed Price. An offeror whose Proposed Price is more than double (200%) the Lowest Proposed Price will receive no points. For purposes of the cost formula below, ‘Proposed Price’ means the Total Evaluated Cost described above.

The formula to compute the points is: Cost Points x (2 - Proposed Price/Lowest Proposed Price)
