The existing suite currently contains 25 private offices, a group office, and open workspace. The project scope includes architectural and engineering design services, as-built verification, code approval coordination with Building Code Solutions and the State Fire Marshal, construction administration, and communication and risk management planning. The solicitation was made available on July 15, 2026, with a deadline for submitting questions by July 23, 2026, at 2:00 PM. Management plans, statements of qualifications, references, and termination/debarment certifications are due July 30, 2026, at 2:00 PM via the U3P electronic system. Short-listing by the selection committee is anticipated by August 11, 2026, with finalists announced by August 12, 2026. Design is to begin immediately following contract award, with construction anticipated to commence in February 2027 after current users relocate.
The project budget is $120,000, and the selection process will utilize a Value Based Selection (VBS) system evaluating firms on Strength of Team (80 points), Project Management Approach (120 points), and Project Specific Experience for a total of 200 points. Firms must demonstrate at least three past performance ratings from DFCM projects completed in the previous five years or provide equivalent non-DFCM references as the prime contractor. A mandatory pre-submittal meeting is not required for this project. Following selection by the evaluation committee, SLCC will negotiate the final contract fee with the highest-ranked firm, with provisions to negotiate with subsequent-ranked firms if necessary. The selected A/E must comply with Utah licensure requirements and subconsultants must also meet state license laws. The Professional Services and Design Agreement forms will be required upon completion of negotiations and fee agreement.
