About this file

This Staffing Matrix document is an instructions and template form for the City of Fort Worth, Texas, RFP 26-0266 for Security Guard Services. Proposers must complete and submit the matrix with their proposals to demonstrate their capacity to provide sufficient qualified personnel across multiple city departments and locations on an "as needed" basis. The services include staffing requirements for armed and unarmed security guard positions at locations including the Hazel Harvey Peace Center, Ella Mae Shamblee Library, Houston/Commerce/Taylor Street Garages, Diamond Hill Community Center, Fire Station Community Center & Skate Park, Will Rogers Memorial Center, Fort Worth Convention Center, and multiple water treatment plants. The matrix requires proposers to identify current employees available, additional personnel to be recruited post-award, backup personnel, supervisor assignments, and response capabilities for emergency requests across all anticipated shifts and locations.

The Staffing Matrix requires proposers to provide comprehensive information on personnel qualifications, licensing, training capacity, and recruitment capabilities. Proposers must clearly distinguish between armed and unarmed security personnel and identify those currently available versus those requiring recruitment after contract award. The document mandates that all security personnel meet applicable Texas DPS licensing, registration, training, and qualification requirements, with armed personnel satisfying commissioned security officer standards and unarmed personnel meeting non-commissioned security officer standards. Proposers must also demonstrate backup and replacement staffing procedures for various scenarios including guard call-outs, no-shows, city removals, multiple simultaneous absences, and emergency surge requests. Additional required information includes current total security workforce size, average annual employee turnover rates, average recruitment and onboarding timelines for both armed and unarmed guards, current vacant positions, recruitment methods, employee retention programs, and average tenure metrics.
