About this file
This is Addendum No. 2 to Request for Proposal No. 26-0266 issued by the City of Fort Worth, Texas, establishing comprehensive security guard services for multiple municipal departments and facilities. The RFP seeks both armed and unarmed security guards for standing posts and as-needed coverage across departments including Code Compliance, Public Events, Economic Development, Parks and Recreation, Libraries, Transportation and Public Works (parking garages), and Water Department operations. The scope encompasses approximately 30,000+ estimated annual hours distributed across multiple locations with varying shift structures, from eight-hour daytime shifts to 24/7 operations. The original RFP was issued September 9, 2026, with a bid opening date of October 15, 2026. The City intends to award multiple contracts on a non-exclusive basis, allowing departments to procure services from various awarded vendors. The contract will include an initial one-year term with four consecutive one-year renewal options. Intent to Award and contract execution are anticipated for November/December 2026, with operational coverage discussions occurring at contract execution.
Proposers may bid on selected line items or departments rather than the entire scope, with pricing evaluated line-by-line or by group. All costs including vehicle provision, equipment, mobile camera trailers, uniforms, training, and supervisory services must be incorporated into the hourly rates proposed on the bid table; separate vehicle rates will not be considered during evaluation. The City does not set specific wage requirements; contractors must comply with State and Federal labor and wage laws. All estimated quantities on the bid table are provided for evaluation purposes only, with no guaranteed minimum hours or volume commitments. The City requires bidders to include 30% small business participation by certified firms located in Tarrant, Wise, Johnson, Parker, or Denton County. The awarded contractor will assume most existing posts from the current incumbent provider (contracted in December 2021) with no service overlap during transition. Invoicing must occur bi-weekly through the City's AIM system with payment due within 30 days of invoice receipt per the Texas Prompt Payment Act. Contractors must maintain active Texas DPS licensing at proposal submission and comply with all regulatory requirements including background checks, training certifications, and uniform standards.

Q19. Will the city award multiple contracts for this RFP? (Ex: If one company can not cover one part of the RFP will the other part go to another company?)
A19. Yes. The City intends to award to multiple vendors.
Q20. Regarding RFP-02, Section 2.1, the solicitation requires the Contractor to have a minimum of two (2) years of experience conducting services similar or related to the Scope of Services. Would the City consider a proposing security company that has been operating for less than two years if the company can demonstrate relevant security-services performance and its proposed key management and supervisory personnel possess substantial prior experience in security, law enforcement, supervision, and related operations? Please clarify whether the two-year experience requirement must be satisfied exclusively by the proposing legal entity itself, or whether the City may consider the relevant experience and qualifications of the firm's key management and supervisory personnel when determining compliance with Section 2.1.
A20. The City may consider proposals from companies that have been in operation for less than two years.
Q21. Section 4.7.9 lists the following Water Department schedules: Rolling Hills Water Treatment Plant:
Monday through Friday, 6:00 AM to 6:00 PM, followed by “hours per day” without a stated number. South Holly Water Treatment Plant: Monday through Sunday, 6:00 AM to 6:00 AM, followed by “12 hours per day.” Please confirm the intended daily start and end times, number of coverage hours per day, days of coverage, and holiday requirements for both locations.
A21. Rolling Hills would be a 12-hour shift, excluding holidays. South Holly location would be a 24/7 operation that can be three 8-hour shifts or two 12-hour shifts, including holidays.
Q22. Sections 4.6.1 through 4.6.3 state that five armed and/or unarmed security guards are required across three daily shifts. Please confirm: Whether five separate security posts must be staffed every day, Monday through Sunday. The required number of armed and unarmed guards for each shift. Whether the City may change the armed/unarmed composition by event.
A22. The security posts will be staffed as needed. Shift 1 will require one unarmed security guard. Shift 2 will require two unarmed guards. Shift 3 will require two unarmed guards.
Q23. Section 4.6.2 states that each Public Events guard will work eight hours per day with a 30-minute lunch. Please confirm whether the lunch period is paid and billable and whether each post must remain continuously staffed during lunch. If uninterrupted coverage is required, please confirm whether separate relief personnel should be included in the proposed staffing and pricing.
A23. The 30-minute lunch period is unpaid and non-billable. Separate relief personnel are not required.
Q24. Section 4.3.1 states that the Library requires two to three unarmed guards during weekdays and one unarmed guard on weekends. Section 4.3.3 provides one operating schedule for Monday through Saturday. Please identify the required number of simultaneous guards for each day and shift and clarify whether the listed hours apply to each required guard.
A24. Library currently needs one guard for the Shamblee location with a schedule of Tuesday-Saturday.
Additional quantities were included in the event another location requires a guard, however, it is just one guard at one location now.
Q25. Sections 4.7.4 and 4.7.5 require the contractor to have access to a mobile camera trailer and offer remote-monitoring options. Please provide the required technical specifications, camera quantity, power and connectivity requirements, monitoring schedule, data-retention requirements, reporting expectations, response procedures, and anticipated deployment duration. Please also confirm whether these services should be priced separately from hourly guard services.
A25. The Water Department does not have any technical specifications at this time. The use could be one day to 3 months and will be self-sufficient by the contractor. Reporting will be made to Water as needed.
The Contractor will supply the mobile camera trailer and all components for monitoring operations.
Priced separately from hourly guard services.
Q26. Sections 4.4.4.2, 4.7.1, and 4.7.9 reference vehicle patrol, customized patrol services, and the Tank Runner mobile-patrol assignment. Please confirm whether the City or the contractor will furnish the vehicles required for these assignments. If the contractor must provide the vehicles, please confirm that bidders may submit a separate vehicle rate.
A26. The contractor must provide the vehicle, and the bidders can submit a separate vehicle rate, however, the separate vehicle rate will not be considered during evaluation.
Q27. Please provide the City's anticipated timeline for proposal evaluation, Intent to Award, contract execution, and commencement of services following the October 1, 2026 proposal deadline. Additionally, what mobilization period does the City anticipate providing between contract execution/Notice to Proceed and the date on which the awarded contractor must assume full operational coverage?
A27. Evaluation will begin upon the close of the bid. The anticipated Intent to Award and contract execution are currently November/December 2026. Operational coverage will be discussed at the time of contract execution.
Q28. Will the awarded contractor be assuming existing posts from an incumbent security provider? If so, will the City provide a transition period for site orientation, post-order development/review, personnel onboarding, access credentials, equipment deployment, and coordination with City departments before the contractor assumes full responsibility?
A28. Yes, the awarded contractor will assume existing posts for most locations listed in RFP 02 Scope of Services. Designated City staff will review site expectations and contract requirements with the awarded contractor, of which services will begin upon expiration of the current contract. There will be no overlap between the outgoing and incoming contract services.
Q29. Please confirm that the quantities identified in the Bid Table, including the 2,600 hours for Armed Security Guard – Code Compliance and the 750 hours for Mobile Camera Trailer services, represent the City's estimated quantities for the initial one-year contract period.
A29. The estimated hours represented on the bid table are the estimated hours required of a security guard for each location. For example, Code Compliance estimated their current security guard works 2,600 hours annually. This is equivalent to working 10-hours a day, 5-days a week, 52 weeks a year; not including any overtime hours.
Q30. For the Bid Table line item "Mobile Camera Trailer, Remote Monitoring and Reporting for Incidents to Water," please clarify how the estimated 750 billable hours are intended to be calculated. Are all hours during which the mobile camera trailer is physically deployed, operational, recording, and remotely monitored at a City location considered billable, including overnight and non-business hours, or are only specifically designated active-monitoring hours billable?
A30. Billable hours start when the mobile camera trailer begins video monitoring and ends when video monitoring stops and will be utilized as-needed basis upon Waters specifically designated request.
Q31. Does the City anticipate the estimated 750 hours of mobile camera trailer service occurring as one or more continuous deployments, or as intermittent deployments throughout the contract year? If intermittent deployments are anticipated, can the City provide an estimated number of deployments and/or typical duration of each deployment?
A31. Will be utilized as-needed for the year for one or multiple events.
Q32. Are contractors permitted to separately invoice reasonable mobilization and demobilization charges for each mobile camera trailer deployment, or must all mobilization, setup, takedown, transportation, and demobilization expenses be incorporated into the hourly unit price entered in the Bid Table?
A32. All expenses should be incorporated into the hourly unit price.
Q33. If the City requests intermittent monitoring periods but requires the mobile camera trailer to remain physically deployed at a City facility between those periods, will the contractor be permitted to bill for the entire period during which the equipment remains deployed and unavailable for use elsewhere?
A33. No, the contractor will not be permitted to bill for the entire period during which the equipment remains deployed and unavailable for use elsewhere.
Q34. Does the City anticipate establishing a minimum deployment duration for each requested mobile camera trailer deployment, or should proposers price the line item assuming that deployments may be requested for any duration, including single-day or other short-duration deployments?
A34. Proposers should price the line item assuming that deployments may be requested for any duration, including single-day or other short-duration deployments.
Q35. Please clarify the permitted invoicing frequency for security guard and supervisory services under RFP 26-0266. May the awarded contractor invoice weekly, biweekly, or semi-monthly, or does the City require monthly invoicing?
A35. Please invoice bi-weekly and include the timesheet with the invoice.
Q36. Does the City provide for any initial mobilization, startup, equipment-deployment, or other advance payment prior to commencement of services, or should proposers incorporate all initial startup and mobilization expenses into their applicable Bid Table unit rates and invoice those costs after services are rendered?
A36. Contractors should include all applicable fees and charges in the rates listed on the bid table.
Invoices will be paid only after services have been rendered.
Q37. Please confirm when the City's Net-30 payment period begins—for example, upon receipt of a complete and accurate invoice through AIM, upon departmental approval of the invoice, or another specified event.
A37. The City’s Net-30 begins upon receiving the invoice. This is in accordance with the Prompt Payment Act (Chapter 2251 of the Texas Government Code).
Q38. The Scope directs contractors to avoid overtime and states that overtime must be approved by the applicable department. Please clarify whether this provision concerns additional amounts billed to the City as an overtime premium, rather than a contractor's internal use of overtime personnel. For example, if the contractor uses an employee who is internally earning overtime to maintain required coverage but invoices the City only at the contracted regular unit rate, is separate City approval required?
A38. Overtime is paid as an overtime premium only for pre-approved City designated locations. This is not the contractor’s internal use of overtime personnel.
Q39. Regarding the requirement to provide replacement personnel within one hour for a no-show, call-out, or employee sent home, does the one-hour period begin when the contractor becomes aware of the vacancy, when the City notifies the contractor, or at the scheduled beginning of the affected shift?
A39. The one-hour begins when the Contractor is notified by the City.
Q40. Regarding the requirement to provide additional personnel within one hour during an emergency, does the City intend this requirement to apply to a specific minimum number of additional officers? If so, please identify the number of armed and/or unarmed personnel the contractor should maintain the capability to deploy within the one-hour period.
A40. The City does not have a designated minimum number of security guards that will be requested during an emergency. This will vary depending on the type of emergency and need.
Q41. Will the City provide initial site orientations, existing post orders, facility-specific emergency procedures, access-control instructions, and other department-specific information necessary for the awarded contractor to develop site-specific training and assignment instructions prior to commencement of services?
Q42. Are the quantities in the Bid Table annual estimated quantities used solely for bid evaluation, or are they anticipated annual usage? Are any hours guaranteed?
A42. The annual estimated quantities are provided solely to give bidders context regarding the City’s typical usage. These figures are estimates and may change. The City does not guarantee any specific number of service hours.
Q43. Please provide the estimated annual budget, historical annual expenditure, or current contract value, if available.
A43. Please submit a Public Information Request online via Web link:
https://fortworth.govqa.us/WEBAPP/_rs/(S(5xtayxbr2heiubzhngnqfmml))/SupportHome.aspx?s&lp=3
Q44. For Public Events, the Scope of Services lists shifts of 6:00 a.m.–2:00 p.m., 2:00 p.m.–10:00 p.m., and 10:00 p.m.–6:00 a.m. The Bid Table lists 7:00 a.m.–3:30 p.m., 3:00 p.m.–11:30 p.m., and 11:00 p.m.– 7:30 a.m. Which shift schedule should proposers use for staffing and pricing?
A44. The shift schedule used for pricing should be 7:00 a.m.–3:30 p.m., 3:00 p.m.–11:30 p.m., and 11:00 p.m.–7:30 a.m, or as-needed.
Q45. The Scope requires five Public Events guards each day: one for Shift 1, two for Shift 2, and two for Shift 3. However, the Bid Table provides 2,080 hours for each shift. Do the quantities for Shifts 2 and 3 include the required two guards, or should those quantities be doubled?
A45. The quantities for Shifts 2 and 3 would include the required two guards.
Q46. The Bid Table contains separate armed and unarmed Public Events lines for all three shifts. Are these alternative pricing options, or should proposers bid and include all six lines in their evaluated total?
A46. We do not use armed security officers at FWCC. That service is provided by Off Duty FWPD. Public Events may request armed and/or unarmed security guard based on the specific requirements of each event. Please provide pricing options for all six lines on the bid table.
Q47. Please identify Water Locations One through Five by facility name and confirm the required schedules. In particular, please reconcile the Water Location Three and Location Four shifts in the Bid Table with the schedules in Scope Sections 4.7.9.

A48. All inquired locations have a regularly scheduled shift.
Q49. Does the Library’s requirement for two to three weekday guards mean two to three guards working simultaneously during all listed weekday hours? Please explain how the Library quantities were calculated.
A49. Library currently needs one guard for the Shamblee location with a schedule of Tuesday-Saturday.
Additional quantities were included in the event another location requires a guard, however, it is just one guard at one location now.
Q50. Scope Section 2.27 references a minimum hourly amount to be paid to guards, but no amount appears in the provided document. Is there a required minimum wage or prevailing-wage amount for armed and unarmed guards under this contract?
A50. The Contractor must abide by State and Federal labor and wage laws.

Please also explain how the 3,420 estimated Bid Table hours were calculated and whether Sunday hours apply to the current Ella Mae Shamblee location or only to possible future locations
A55. Library currently needs one guard for the Shamblee location with a schedule of Tuesday-Saturday.
Additional quantities were included in the event another location requires a guard, however, it is just one guard at one location now.
Q56. Scope Section 2.1 requires the Contractor to have a minimum of two years of experience providing similar services. May a newly established company satisfy this requirement through the documented security experience, licenses, contract-management experience and past performance of its owners, principals and proposed key personnel?
A56. The City may consider proposals from companies that have been in operation for less than two years.
Q57. Public Events: RFP-02 §4.6.3 identifies shifts as 6:00 AM–2:00 PM, 2:00 PM–10:00 PM, and 10:00 PM–6:00 AM. The Bid Table identifies 7:00 AM–3:30 PM, 3:00 PM–11:30 PM, and 11:00 PM–7:30 AM.

A60. See A47 of Addendum 2.
Q61. Library Sunday Coverage: The Bid Table includes a Sunday line item, while the Scope appears to reference Sunday coverage in connection with future locations. Please confirm whether Sunday coverage should currently be included in the proposed staffing and pricing.
A61. Please include Sunday coverage in proposed staffing and pricing, however, Sunday coverage are in connection with future location. The City would like make sure the option is available.
Q62. Section 9 (Assignment and Subcontracting) of the Draft Vendor Service Agreement (RFP-03) states that Vendor will not subcontract any duties without the City's prior written consent. Separately, RFP-06 (Small Business Utilization Form) requires Proposers to identify Small Business subcontractors/suppliers used to meet the Small Business Goal at the time of proposal submission. Could the City please confirm:
does identifying Small Business subcontractors on the RFP-06 form at proposal submission satisfy the "prior written consent" requirement in Section 9 of the Vendor Service Agreement, or is a separate consent/approval process required after award?
A62. Submitting RFP 06 identifies intended SB subcontractors for evaluation but does not replace the City’s post award subcontractor approval process.
Q63. Please confirm whether Net 30 begins upon the City’s receipt of a complete and correct invoice, department approval, or another event. Please also confirm whether invoices under this contract must be submitted through AIM, the centralized Accounts Payable email, or both.

Q64. I have a couple of questions; can we bid on individual items (so all armed or all unarmed or just the mobile camera trailer)? Also, what information are we supposed to put in the "Brand and Make" column of the bid spreadsheet?
A64. Yes, you may bid on individual items. The “Brand or Make" column will be used specifically for Item #27. Please enter N/A for all other line items.
Q65. Who is the incumbent service provider?
A65. Please submit a Public Information Request online via Web link:
https://fortworth.govqa.us/WEBAPP/_rs/(S(5xtayxbr2heiubzhngnqfmml))/SupportHome.aspx?s&lp=3
Q66. May bidders (a) answer the RFP-04 questions in full within the Technical Response section — restating each question followed by its answer — rather than being limited to the space on the RFP-04 form itself, and (b) cross-reference that Technical Response content from the signed RFP-04 form, rather than duplicating it in both places?
A66. Questions must be answered on the RFP-04 form. If additional space is needed, an additional Word Document can be uploaded to RFP-04 stating the question being answered.
Q67. Does the City have a preference that incumbent security personnel in good standing, who meet the awarded Contractor's hiring criteria, be retained?
