About this file
This document is a pricing template requirement for federal contract proposals that mandates submission of three separate price summary spreadsheets in accordance with FAR 15.4 to ensure fair and reasonable pricing.
Contractors must submit a Prime Contractor Cost Summary detailing only work performed by the prime with its own forces, including labor positions, equipment, and materials with associated hourly rates, unit costs, and line item totals. A separate Subcontractor Price Summary must be completed for each subcontractor using identical formatting. The template specifies that overhead and profit percentages must be proposed in designated blocks, with profit only charged by the entity (prime or subcontractor) performing the actual work segment with their own forces, not on subcontracted work. A Final Price Summary consolidates all charges from the prime and all subcontractors, ensuring monetary consistency across documents. The Final Price Summary includes individual subcontractor totals, prime contractor total, insurance calculation (0% of subtotal), and bond calculation (0% of subtotal), culminating in a grand total. Additionally, a Collective Price Analysis Summary must segregate costs by materials, labor, equipment, indirect expenses for prime and subcontractors, subtotal cost, general and administrative expenses, and net total. All blocks, including solicitation number and project title, must be completed on all three documents, with provisions for adding additional line items as needed.

PRICE SUMMARY SPREADSHEETS
In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required.
Your proposal must be accompanied by the attached documents as applicable:
A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).
B. The second document is for subcontractor work only. This document should be completed for each subcontractor.
C. The third document is the Final Price Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.
A few notes:
*You may add additional lines if needed.
*Ensure you include your proposed percentages (%) in the lower blocks
ENSURE YOU COMPLETE ALL BLOCKS TO INCLUDE SOLICITATION NUMBER AND PROJECT TITLE.
