About this file
This is Amendment 0001 to a federal solicitation for elevator modernization services at Metropolitan Detention Center (MDC) Brooklyn's Dayton Manor staff housing facility, issued by the Federal Bureau of Prisons Field Acquisition Office. The amendment modifies solicitation 15BBNF26Q20200003 dated July 8, 2026, and reflects a critical quantity change from 6 to 8 doors for the elevator project, as noted in the amendment description.
The solicitation encompasses comprehensive elevator modernization requiring contractors to modernize six elevators (three passenger and three freight) across an eight-story building (Garage, Lobby, and floors 1-6). Key scope requirements include replacement of freight hoistway doors and associated equipment (Class A, bi-parting doors with stainless steel #4 finish), reuse of existing passenger elevator hoistway door panels with hardware replacement, installation of new cab doors and LED lighting, replacement of eight hall stations per elevator with push buttons and LED lanterns, and modernization of controllers per ASME A17.1 2022 code standards. The controllers must have building automation system integration capability for future use but do not require isolation transformers, remote monitoring, load weighing, or regenerative drives. Existing mechanical safeties, buffers, counterweight structures, and rails are retained unless they fail testing. All work must accommodate the building's constraints, with crane access available at the rear during regular hours. The document includes 29 questions and responses addressing technical specifications, maintenance responsibilities, seismic requirements (not applicable in NYC Seismic Design Category A), warranty obligations limited to FAR Clause 52.246-1, and project administration details including liquidated damages provisions referenced in Clause 52.211-12.
