About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation 15BBNF26Q20200003, issued by the Federal Bureau of Prisons (issued by code 15BBNF, administered by 15BBR0). The amendment is numbered 0002 and documents a site visit held on July 22, 2026, at Dayton Manor in Brooklyn, New York for an elevator modernization project. The contracting officer is Jennifer Holt, located at the MDC Brooklyn facility (80 29th Street, Brooklyn, NY 11232), with contact information (O) 469-928-2196 and jholt2@bop.gov. The Field Acquisition Office is located at the U.S. Armed Forces Reserve Complex, 346 Marine Forces Drive, Grand Prairie, TX 75051.

The amendment attaches the meeting minutes and sign-in sheet from the July 22, 2026 site visit, which was conducted to allow prospective vendors to inspect the Dayton Manor facility and review elevator modernization requirements. The facility contains six passenger elevators and two freight elevators distributed across four buildings, with a constraint that only one elevator can be out of service at a time. Key logistical points discussed include equipment storage availability, crane access procedures (city permits required if equipment brought from street; no permit needed if crane operates within parking lot), and motor room access for inspections. Five vendor representatives attended: Joe Petrucci (Excel Elevator), Kevin Rogers (Honest Elevator), Andrew Riccobano (Noweau Elevator), Kelvin Perez (J&M), and Fernando Perez (J&M). The contracting officer notes that the meeting minutes are provided for informational purposes only and do not change any solicitation specifications, terms, or conditions; any modifications will be issued via subsequent Standard Form 30 amendments.
