About this file
This document comprises pre-bid meeting notes for the Schuylkill County Community Development Block Grant (CDBG) Program ADA Improvements Project in Port Carbon Borough, Pennsylvania. The project involves replacement of existing curb and sidewalk with ADA-compliant curb cut ramps at all four corners of the Coal Street and North Street intersection, along with associated roadway base repairs. A non-mandatory pre-bid meeting was held on September 16, 2026, at 12:30 p.m. at the project site. Sealed bids are due online via the PennBid Program by 9:00 a.m. on September 23, 2026, with an anticipated award date of October 14, 2026, and a Notice to Proceed anticipated as early as October 14, 2026, contingent upon receipt and execution of all contract documentation. The contract may be extended into the 2027 construction season at the awarded contractor's request, with bid prices held firm if the contractor elects to continue work into 2027. The entire project will be awarded to one contractor.
Key project requirements include separate pouring of curbs and sidewalks without monolithic construction; weekly air, slump, and temperature testing by contractors with ACI Certification; protection of all work with pedestrian access maintained along Coal Street and North Street using cones or barricades; material and equipment staging at the Borough Garage on Commerce Street with consideration for residential parking; and adherence to Davis-Bacon Wage Rates. The contractor must follow plans to the fullest extent possible, with any deviations requiring prior engineer approval. Line painting is included in the scope, and resetting existing signs and adjusting water valves are incidental tasks. Schuylkill County will conduct labor compliance interviews during construction. A 10 percent Bid Bond and 100 percent Performance and Payment Bonds are required. An alternate base repair typical section consisting of 2 inches of Wearing Course on 6 inches of concrete on 6 inches of subbase may be used in lieu of the planned section with no-cost work change directives issued during construction.

The purpose of this non-mandatory pre-bid meeting is to provide a brief overview of the project plans and specifications, highlight project requirements, and answer contractor questions. Below is a summary of the discussion points and questions addressed during this meeting.
1. Construction may occur at multiple locations (i.e. multiple corners) at the same time. Contractor must protect all work at all times and must provide a location that pedestrians can travel. Pedestrian access locations may be defined with cones or other barricades in the parking lane to allow passage along Coal St and North St.
2. There are no bus stops located at this intersection.
3. There are (2) locations for Technically Infeasible conditions. Contractor must follow the plans to the fullest extent possible. Any deviations must be agreed to by the engineer prior to constructing that portion of the curb/ramp/sidewalk.
4. This project is located on Borough Streets. There is no PennDOT oversight on this project. Benesch will perform part time construction oversight.
5. Davis Bacon Wage Rates do apply to this project.
6. Schuylkill County will conduct labor compliance interviews during construction.
7. Line Painting is included in this project.
8. Resetting existing signs and adjusting water valves in the limits of work are incidental. The existing signposts shall be salvaged and reinstalled.
9. Bids will be received on September 23rd by 9:00 am. We anticipate the Commissioner will officially award this project on October 14th and a preconstruction can be held that same day. Notice to proceed will be given once all contract documents are executed and bonds and insurance are received and reviewed. A Notice of Intent to Award to begin the paperwork process will be issued to help expedite the schedule.
The earliest date for NTP will be 10/14/26 contingent upon receipt and execution of all contract paperwork.
10. The construction contract can be extended into the 2027 construction season at the request of the awarded contractor. The awarded contractor must hold their bid prices if they elect to construct this

11. Curbs and sidewalks shall be poured separately. Monolithic construction will not be accepted.
12. Air, slump and temperature testing shall be performed by the Contractor on a weekly basis. This testing may be performed by a representative of the contractor with ACI Certification.
13. The Borough will allow equipment and/or material staging at the Borough Garage located on Commerce
Street. Due to the residential nature of this location, we request that the contractor respect the residents’ needs for parking and do not leave unnecessary equipment or materials on the site when not in use.
14. The Borough does not have a waste site for concrete or bituminous materials.
15. Inlet boxes in Alternate Bid No. 1 and Alternate Bid No. 2 must be accompanied by a CS-4171. The form may contain a statement that indicates that the inlet box was not inspected at the plant but was constructed in accordance with current PennDOT Standards.
16. If the Alternate Bids for the drainage items are not selected, the Contractor shall use caution when removing the curbs adjacent to the inlet. If it is determined that any damage that occurs to the adjacent inlets was unavoidable, a repair solution will be determined in the field.
17. Contractors may utilize an alternate base repair typical section consisting of 2” of Wearing Course on 6” of concrete on 6” of subbase in lieu of the base repair shown on the plans. If awarded contractor elects to use this alternate typical section, a no-cost work change directive will be issued during construction.
