About this file
This document is an Assurance of Compliance form from the Pennsylvania Department of Aging establishing standard contract provisions required for contractors receiving federal financial assistance. The assurance applies to the Montgomery County Office of Aging Services' procurement of Home Delivered Meal (HDM) services for older adults aged 60 and over in Montgomery County, Pennsylvania. The HDM services target homebound individuals who are unable to procure or prepare their own meals and lack informal support systems. The services are designed to provide nutritious meals that improve health, quality of life, and help maintain the independence of the neediest older adults in the county. The contract term and specific response or award dates are not detailed in this compliance document.
The assurance requires contractor compliance with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, and the Age Discrimination Act of 1975, as enforced through Department of Health and Human Services regulations. Contractors must ensure that no person is excluded from participation or denied benefits based on race, color, national origin, disability status, sex, or age in any program or activity receiving federal financial assistance. The compliance obligation is binding on the contractor, its successors, transferees, and assignees for the duration of federal financial assistance receipt and extends to any real property, structures, or personal property provided with federal funds. An authorized organizational representative must sign the assurance to commit the entity to these federal non-discrimination requirements, which remain enforceable through judicial action.
