About this file
This is a sample contract cover and signature page template prepared by Montgomery County, Pennsylvania for use in procuring various goods and services through a competitive bidding process. The template establishes the standard contractual framework for agreements between the County and selected contractors, specifying that services or products will be provided in accordance with a Statement of Work (Exhibit B) and pricing outlined in the contractor's bid submittal (Exhibit C). The contract term is to be specified by the parties, with the specific nature of services or products and project details to be defined within the attached exhibits and documentation posted on the Montgomery County Procurement Portal, including all questions and answers, addendums, and technical specifications.
The document serves as a master template containing placeholder sections for contract parties, resolution numbers, contract names, and terms, with standard provisions for contractor execution and County approval. The contract hierarchy of documents establishes order of precedence beginning with the contract document itself, followed by the County's Standard Terms and Conditions (Exhibit A), the contractor's bid submittal (Exhibit C), the Statement of Work (Exhibit B), the technical submittal, and any applicable Corrective Action Plan Sanction Policy. Execution authority rests with the Chief Operating Officer/Chief Clerk and the County Solicitor, with witness signatures required from the contractor's principal representative. This template is designed to accommodate various procurement scenarios while maintaining consistent legal and administrative standards across Montgomery County's contracting operations.
