About this file

This is a Lobbying Certification exhibit document from the Pennsylvania Department of Aging that establishes federal compliance requirements for contractors receiving federal appropriated funds. The certification applies to organizations bidding on or awarded contracts involving federal funding and requires contractors to certify that no federal appropriated funds will be used to influence federal officials or members of Congress in connection with the contract award, modification, or related federal transactions. All subrecipients and subcontractors at all tiers must include identical certification language in their award documents and certify compliance accordingly.

The document stipulates that if any non-federal funds are used for lobbying activities related to the federal contract or cooperative agreement, the contractor must complete and submit Standard Form-LLL (Disclosure of Lobbying Activities) in accordance with its instructions. Submission of this certification is a prerequisite for contract execution under Section 1352, Title 31, U.S. Code. Any person or entity failing to file the required certification is subject to civil penalties ranging from not less than $10,000 to not more than $100,000. The certification constitutes a material representation of fact upon which the government relied in making or entering into the transaction, and an authorized representative must sign the document with their title and date.
