About this file
This file is an educational infographic and compliance guide developed by the Harris County Department of Economic Equity and Opportunity (DEEO) that outlines the procedures and requirements for Minority/Women-Owned Business Enterprise (M/WBE) trucking companies to demonstrate Commercially Useful Function (CUF) and receive M/WBE credit on Harris County contracts. The document establishes the foundational criteria that M/WBE trucking firms must meet to qualify for participation goals, including ownership and operation of at least one truck with dedicated employee drivers, management and supervision of the entire trucking operation, and performance of at least 30 percent of subcontract work with their own forces. The guide addresses various operational scenarios, including direct truck ownership and operation, leasing arrangements with non-M/WBE firms, and subcontracting to other M/WBE truck operators, with detailed explanations of how credit toward M/WBE participation goals is calculated under each scenario. No specific project details, response dates, or award information are included in this compliance document.
The document specifies required submittal documentation for vendors utilizing M/WBE trucking companies, including W-9 forms, current insurance documents, and proof of truck ownership or registration through the Texas Department of Transportation (TxDOT) website. Harris County DEEO offers a courtesy utilization plan review service with a submission deadline of five business days prior to solicitation closure, requiring vendors to submit completed and signed utilization plans, letters of intent, M/WBE certifications, and good faith efforts documentation. The document emphasizes that M/WBE drivers must be employees rather than independent contractors, leased trucks must display the M/WBE's name and identification number with clear provisions for exclusive use and control, and credit calculations vary depending on whether trucks are owned, leased, or subcontracted. Additional documentation may be requested post-award to verify CUF performance and determine final contract goal credit. Contact information is provided for the Harris County DEEO at (713) 274-1400 and DEEO@eeo.hctx.net for questions or courtesy review submissions.
