About this file
This is a Safety Requirement Guidance document issued by the Harris County Flood Control District for the Channel Erosion Repairs for Rolling Fork project (Project ID E125-00-00-X011) in Texas. The document establishes mandatory weather-related safety requirements for all workers on the project, addressing protection against extreme heat, cold weather, and other adverse weather conditions. Vendors submitting bids acknowledge their agreement to comply with these heat protection safety requirements upon submission of their Bid Acknowledgement form.
At minimum, the Prime Contractor must incorporate weather safety provisions into the project Safety Plan, with particular emphasis on heat-related and cold-related illness prevention throughout work execution. When temperatures or heat index values exceed 90 degrees, the contractor must develop and implement a project-specific Heat Awareness Plan that includes worker acclimatization procedures, adequate water supply, scheduled rest periods, and shaded rest areas. During extended periods of adverse weather conditions, the Prime Contractor is required to provide additional accommodations to workers as necessary to maintain safety and operational effectiveness.
