Granite School District GTI Center Remodel - Bid Set Specifications

This is a comprehensive bid set specification document for the Granite School District's Invitation for Bids (IFB) to contract general construction services for the remodel of the Granite Technical Institute (GTI) located at 2500 S State Street, South Salt Lake, Utah. The project involves renovation of spaces on Level 1 and Level 5 of the GTI building to support the expansion of the institute's educational programs. On Level 1, the scope includes conversion of two elementary classrooms into modern instructional spaces with new commercial-grade flooring, wall paint, and upgraded LED lighting, as well as replacement of culinary kitchen equipment and construction of a new "Grab and Go" bar area within the cafeteria. Level 5 work involves functional reconfiguration to create a hospitality and event suite, including demolition of existing bathrooms and laboratory spaces, removal of classroom walls to expand the banquet hall footprint, construction of a new pre-function reception space, installation of new ADA-compliant restrooms, and build-out of a warming kitchen. The project requires a single prime general contractor license (B100) under a lump-sum contract structure. The pre-bid meeting attendance is mandatory, with the award recommendation to be presented at the August 4, 2026 board meeting following final board approval. All work must be completed while coordinating with existing school operations and maintaining access to occupied areas.

The specifications establish comprehensive administrative and procedural requirements including a detailed schedule of values, progress documentation requirements, submittal procedures with 15-day review periods, and coordination protocols using web-based project management software. The contractor is responsible for all OFCI (Owner-Furnished/Contractor-Installed) product infrastructure installation, while the owner will furnish and install specific items including bathroom accessories and all audiovisual equipment. Work hour restrictions limit operations to 7 a.m. to 7 p.m., Monday through Friday, with modifications requiring owner approval. The contract includes extensive divisions covering general requirements, concrete work, metals, wood and composites, thermal protection, openings, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC, and electrical systems. The project timeline requires a comprehensive construction schedule incorporating CPM methodology with activity durations not exceeding 20 days, submittal schedules coordinated with procurement activities, and allowance for 15 days minimum commissioning time. The contractor must provide performance and payment bonds, insurance certificates, drug and background screening for personnel, and maintain daily construction reports and photographic documentation throughout the project duration.
