About this file
This is a Heat Protection Safety Requirement Guidance document for Harris County Precinct 3, Texas, related to the Roadway Improvements project on North Eldridge Parkway from South of Pine Drive to South of Lakewood Meadow Drive (2021). The document establishes mandatory safety requirements that all vendors and contractors must incorporate into their project Safety Plans as a condition of bid submission. The guidance requires comprehensive provisions for protecting workers from weather-related hazards, including extreme heat, cold weather, and other adverse weather conditions throughout project execution.
The document specifies that when temperatures reach 90 degrees or higher (including heat index), the Prime Contractor must develop a project-specific Heat Awareness Plan with provisions for worker acclimatization, water availability, rest periods, and shade. During extended periods of adverse weather, the Prime Contractor must provide accommodations deemed necessary for worker safety. All vendors acknowledge their agreement to comply with these heat protection safety requirements upon signing the Bid Acknowledgement at the time of bid submission.
