About this file
This document is a Heat Protection Safety Requirement guidance file issued for a state and local contract opportunity with Harris County, Texas, related to the repair and maintenance of existing subdivision infrastructure (UPIN 26208MF3YP01). The guidance establishes mandatory safety requirements that all vendors and prime contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards, including extreme heat, cold, and other adverse weather conditions. At minimum, contractors must include provisions to prevent heat-related and cold-related illnesses among workers throughout project execution. When temperatures or heat index values exceed 90 degrees, contractors must develop a project-specific Heat Awareness Plan that addresses acclimatization, water provision, rest periods, and shade availability for workers. During extended periods of adverse weather, the Prime Contractor is required to provide accommodations deemed necessary for worker safety and welfare.
By signing the Bid Acknowledgement upon submission, vendors formally agree to comply with all heat protection safety requirements outlined in this guidance. This requirement applies uniformly to all bidders and is a material condition of bid acceptance and contract award. No exceptions or alternatives to these safety provisions are permitted, and compliance will be verified as part of the bid evaluation and ongoing contract performance monitoring.
