therefore, coverage under the TPDES General Permit is required. The Contractor shall implement, inspect, and maintain the Storm Water Pollution Prevention Plan shown in the plans and project manual.
Certification of a TCEQ Small Construction Site Notice (CSN) in accordance with Part II.E.2 of the TPDES General Permit is required. The Contractor, as a primary operator, as defined by TPDES General Permit, shall certify one Construction Site Notice (CSN) and provide this to Harris County at the time that the contract is awarded. Harris County (owner), as primary operator, as defined by TPDES General Permit, shall certify a second Construction Site Notice (CSN) at the time the contract is awarded. After the project is awarded, Harris County shall provide copies of the two certified Construction Site Notices (CSN) to the Contractor, and send copies to the local storm sewer operator for notification purposes. Prior to commencing construction activities, the Contractor shall laminate and post the notices on the project site in a location where they are readily available for public viewing. The Contractor shall maintain the posted notices until after completion of the construction activities and final stabilization of the project site as defined by the TPDES General Permit. When the project is completed and stabilization is achieved, as defined by the TPDES General Permit, then the Contractor shall note the date that the Small Construction Site Notice was removed from the project site. A copy of the completed Small Construction Site Notice shall be provided to the Engineer with the SWPPP records. The County shall then notify the local storm sewer operator that storm water associated with construction activities is no longer being discharged from the site.
3. “Large Construction Sites”
The project disturbs 5 acres or greater (or is part of a common plan of development with the potential to disturb 5 acres or more); therefore, coverage under the TPDES General Permit is required. The Contractor shall implement, inspect, and maintain the Storm Water Pollution Prevention Plan shown in the plans and project manual. Certification of a Notice of Intent (NOI) in accordance with Part II.E.3 of the TPDES General Permit is required and shall be completed in accordance with Harris County Specification Item Number 700. The Contractor shall not commence with any earth disturbing activities on the project site until:
• at least seven (7) days after submittal of the NOI (Harris County & Contractors) via U.S. Postal Service, or if Utilizing electronic submittal, prior to commencing construction activities,
• copies of signed NOI’s are submitted to any municipal separate storm sewer system (MS4) receiving discharge, at least seven (7) days prior to commencing construction activities. Contractor shall list in the SWPPP the names and addresses of all MS4 operators receiving a copy.
• copies of the Certified NOI’s are posted in a publicly accessible location (copies shall be laminated or placed in weather resistant display case),
• and copies (Harris County & Primary Contractors) of construction site notice for large sites (CSN) are posted in a publicly accessible location. After construction activities are complete and final stabilization is achieved (as defined by the TPDES General Permit), the Contractor shall certify one Notice of Termination (NOT) form and provide it to Harris County. Harris County shall certify a second NOT form. Harris County shall submit the two NOTs to the TCEQ and the local storm sewer system operator. After the NOTs have been submitted to the TCEQ, then the Contractor shall remove all temporary SWPPP controls, cease SWPPP inspections, and deliver copies of all SWPPP records to the Engineer who shall archive them for a minimum of three years. The final payment to the Contractor may be held until all SWPPP records are received by the Engineer.
SECTION 2. STORM WATER QUALITY MANAGEMENT PLANS
A. COVERAGE
If this project meets the definition of “new development” or “significant redevelopment” as defined in the Harris County regulations or City of Houston ordinance on storm water quality and the project is not “grandfathered” or “exempt” as defined by the regulation or ordinance, then a Storm Water Quality Management Plan (SWQMP) is required for the project, as shown in the construction plans.
B. CLASSIFICATION
This project is classified as one of three categories listed below. The Contractor shall be responsible for the storm water quality items, accordingly.
1. “SWQ Permit Within Unincorporated Harris County”

and three parts clean, durable, sharp sand meeting the specifications for fine aggregate for concrete as set out elsewhere herein. All mortar joints shall be a maximum of 1/2" and where possible shall be "shoved" joints.
Where inlet leads, main or lateral pipe sewers enter manholes, pipes shall be cut off flush with inside of manhole and any irregularities shall be pointed up with mortar. Brick shall be thoroughly wet immediately before using.
After the masonry work has been completed to the proper elevation the cast iron manhole cover frame shall be set in a full mortar bed and adjusted to the elevation established by the Engineer.
The inverts of the sewer line or several sewer lines entering the manhole at or near the flow line elevation of the manhole shall be shaped and routed across the floor of the manhole using mortar to obtain the proper contour.
Where the main sewer (lowest line) passes straight through the manhole or the degrees of deflection of the main sewer is less than 5-degrees, and no other line or stub out is shown entering the manhole below the centerline of the main sewer, lay the sewer continuously through the manhole. After the manhole walls have been completed above the top of the sewer, breakout and remove the top half of the barrel of the sewer pipe that was previously laid through the manhole. Use concrete with a 1-inch mortar topping and construct the invert as shown in the attached drawing.
Where the main sewer (lowest line) alignment deflects greater than 5-degrees at manhole or where another sewer or stub out enters at or below the centerline of the main sewer, terminate main sewer pipe, by laying it in such a manner that pipe ends flush at the inside of the manhole. Construct the invert with concrete and top with 1-inch of mortar. Shape invert for smooth flow across floor of manhole and slope the side as shown to obtain proper contour.
Where the depth of manhole exceeds 8-feet, measured from flow line to top of cast iron casting, construct that portion of manhole wall below 8-feet depth, 12- inches in thickness. Construct manhole walls less than 8-feet in depth, 8-inches in thickness. Lay every fifth course of brick in such a manner as to effect ties to the course immediately thereunder. In general, make long axis of tie course perpendicular to the long axis of the preceding four courses. Use 1/2-inch thick mortar joints and strike flush on the inside of manhole. Plastered and buttered joints will not be permitted.
Stub outs shall be installed, where shown, to the lines and grades. Use one full joint of pipe, of the size indicated, for stub out. Seal stub out with plug.
Install the plug in such a manner as to prevent seepage or leakage through stub outs. The plugs shall be installed so that they may be easily removed in the future, without damaging the end of the stub out. When inlet leads, lateral sewer pipe, stub outs and drop connections enter manholes, cut off

SPECIAL SPECIFICATION
ITEM 7021
CLEANING AND SEALING JOINTS IN EXISTING
CONCRETE PAVEMENT
7021.1 DESCRIPTION.
This Item shall consist of cleaning and resealing transverse and longitudinal joints and random cracks in existing concrete pavement. It generally applies to joints which are from 1/4 inch to 1-1/2-inch in width.
7021.2 REFERENCES.
A. ASTM D6690 “Standard Specification for Joint and Crack Sealants, Hot Applied, for Concrete and Asphalt Pavements”
7021.3 MATERIALS.
The joint sealing compound shall be manufactured for the purpose of sealing joints in concrete pavement. The compound shall be a rubber-asphalt joint sealant conforming to ASTM D6690.
7021.4 EQUIPMENT.
The Contractor shall submit a list and description of the equipment to be used for installing the specified sealant for approval by the Engineer prior to use. All other equipment will be approved by the Engineer prior to use on the project.
7021.5 CONSTRUCTION.
In general, the deteriorated old sealant at the top part of the joint shall be cut or scraped loose from the joint faces using the appropriate equipment like tractor mounted vertical cutting edge or a tractor mounted plow. Care should be taken not to damage the joint edges during cutting or scraping operations.
The old sealant and any foreign matter shall be removed to a depth enough to accommodate the new sealant plus the backup or bond breaker material that may be needed.
Item 7021
08-05
OTU
After scraping all loose material in the joint dirt shall be removed by oil-free compressed air delivered at a rate of 120 cu. ft. per minute and at a nozzle pressure of not less than 90 psi.
If not all of the old sealant from the faces of the joint is removed then a power driven concrete saw with diamond or abrasive blades shall be used to reface the joint.
The sealant reservoir so prepared shall be close to the dimension shown on the attached drawing (HC 8128-1). The prepared surfaces of the joint shall be surface dry at the time sealants are placed.
Preparation of Joints. After the joint has been cleaned, a bond breaker, rubber backing rod or other device approved by the Engineer shall be placed at the bottom of the reservoir, as shown by the attached drawing. If a rod is used, it must be of such a diameter that it will support the sealant at its design depth and prevent the sealant from leaking around it.
Preparation of Construction and Longitudinal Joints. Usually construction and longitudinal joints do not require extensive preparation unless the joint has been damaged and needs to be sealed. In such cases these joints shall be cleaned before sealing to a depth that allows the placement of the sealant and backer rod, as shown on the attached drawing
(HC 8128-1).
Preparation of Expansion Joints. Expansion joints shall be cleaned down to the top of the filler. The joint may require a backstop or bond breaker to separate the filler from the new sealant if the compatibility with the old sealant is questionable.
Installation of Hot-Poured Joint Sealant. The sealant compound shall be melted in an indirect-heating double boiler with oil as a heat transfer medium. The kettle should be equipped with a mechanically operated agitator to ensure uniform heating and melting of the compound and should have a positive thermostatic temperature control. Sealant manufacturer's recommendation for heating and application shall be followed.
The melted sealant shall be injected in the reservoir through nozzles shaped to penetrate into the joint and fill the reservoir from the bottom up. On small jobs hand pouring pots can be used.
At the time the sealant is applied the reservoir faces shall be cleaned and free of objectionable matters. The ambient and pavement temperature shall be no less than 50°F. The top of the new sealant shall be 1/4 inch below the top of the pavement surface.
08-05
OTU
Sealant compound accidentally or otherwise spilled on the surface of the pavement shall be removed by the contractor without damaging the concrete.
