About this file
This is a Heat Protection Safety Requirement Guidance document issued by Harris County Precinct 2, Texas, for the Invitation to Bid (ITB) for Construction of Sidewalks, Trails, and Related Items (UPIN 25102MF3XV01), with a contract term of one year beginning approximately May 1, 2026. The document establishes mandatory safety requirements that all vendors must incorporate into their project Safety Plans, specifically addressing worker protection during adverse weather conditions including extreme heat, cold weather, and other hazardous environmental circumstances. At minimum, the Safety Plan must include provisions for preventing heat-related and cold-related illnesses among workers throughout project execution. The Prime Contractor is required to provide worker accommodations as necessary during extended periods of adverse weather conditions and must develop a project-specific Heat Awareness Plan when temperatures or heat index values exceed 90 degrees, which shall address acclimatization, water provision, rest periods, and shade availability.
Vendors are required to acknowledge their understanding and agreement to comply with these heat protection safety requirements by signing the Bid Acknowledgement form at the time of bid submission. This safety requirement is non-negotiable and applies to all bidders competing for the contract award. No pricing terms, set-asides, funding amounts, or other financial details are addressed in this particular guidance document; it functions exclusively as a mandatory safety compliance requirement for inclusion in project planning and execution.
