About this file

This is a Statement of Work (SOW) for solicitation 444710-CC-25 issued by Mission Support and Test Services, LLC for the Department of Energy, requiring two on-site geologists to support a continuous core drilling campaign at the Nevada National Security Site (NNSS). The geologists will work 13-hour shifts providing 24/7 coverage during drilling operations for a core boring that will reach approximately 6,930 feet below ground surface at the Rock Valley Direct Comparison Project site in NNSS Area 27.

The geologists' key responsibilities include placing and orienting core samples in boxes, preserving approximately 15% of core samples through wax preservation, maintaining lithologic logs, documenting drilling activities, and providing weekly status reports. Required qualifications include a bachelor's degree in geology or related field and minimum 2 years relevant experience. No security clearance is required. The drilling will start with PQ size (4.83-inch outer diameter) and reduce to HQ size (3.77-inch outer diameter) when needed. The contractor must submit various deliverables including an Environmental Safety & Health Plan, staffing plan, medical releases, and insurance certificates within 10 days of award. Geological work is expected to encounter formations including alluvium, Pavits Springs Formation, Winapi Wash rocks, Goodwin Limestone, and other documented geological units down to the total depth.

B-1 SCOPE/BACKGROUND

1. Scope: This Statement of Work (SOW) presents the general minimum requirements for the

SUBCONTRACTOR to provide on-site Geologist personnel to assist the CONTRACTOR with the duties required to conduct a continuous core drilling campaign at the Nevada National Security Site (NNSS). The SUBCONTRACTOR shall provide personnel coverage that ensure two (2) geologists will be on site at all times during 24/7 drilling operations. Specific functions of the Geologists will include placing the core samples in core boxes, orienting the core samples consistent with the alignment when retrieved from the drill rig, and preserving the core samples. The Geologist personnel shall also be responsible for keeping records and documenting all drilling subcontractor activities related to drilling and coring as well as maintaining lithologic logs of the continuous core boring.

2. Project Background: The planned drilling work on site (by others) consists of drilling a vertical continuous core boring to support the Rock Valley Direct Comparison (RV/DC) Project. This core boring (also referred to as the Corehole (CH) in this document) is intended to provide the RV/DC Project with geologic and geophysical data necessary to characterize the underground setting and monitor future underground activities conducted by the Project. Total depth of the CH will be approximately 6,930 feet (ft) below ground surface (bgs). The CH drilling will start at the surface with a PQ™ size (4.83-inch outer diameter) and reduce to HQ™ (3.77-inch outer diameter) when required.

3. General Site Information:

3.1. The Nevada National Security Site (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (CONTRACTOR), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.

3.2. The CONTRACTOR also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis AFB, North Las Vegas, NV (RSLN); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).

B-2 REQUIREMENTS

1. General: The SUBCONTRACTOR shall provide Geologists with the experience and capabilities to perform the duties listed in the Detailed Requirements (Section 2 below) during 24/7 continuous drilling operations.

All activities shall be conducted in accordance with the requirements included in Exhibit E, Environmental, Safety & Health. The SUBCONTRACTOR shall provide personnel coverage that ensures two (2) geologists will be on site at all times on a 13 hour shift schedule for 24/7 drilling operations.

2. Detailed Requirements:

2.1. STAFFING PLAN - SUBCONTRACTOR shall provide a Geological Support Staffing Plan to include the SUBCONTRACTOR’s information and technical approach. The Plan shall provide, at a minimum, the following information:

2.1.1. Names and resumes of Geologists assigned to the project

2.1.2. Provisions to provide backup Geologists with the availability to be on-site within 24 hours

2.1.3. Geologist work rotation schedule

2.1.4. Lodging plan

2.1.5. Communication plan

2.1.6. Transportation plan

2.1.7. Affidavit from the SUBCONTRACTOR stating that all SUBCONTRACTOR’s personnel will adhere to the CONTRACTOR’s Operating Procedures listed in section B-3, Technical Procedures.

2.3. Schedule Delays

2.3.1. Downhole Geophysical Logging

2.3.1.1. During drilling operations, there will be between 3-5 callouts for a geophysical downhole logging subcontractor. During said time, the SUBCONTRACTOR personnel shall remain on location, completing duties such as cleaning and organizing their work area, until drilling resumes.

2.3.2. Unforeseen Stoppage in Drilling Operations

2.3.2.1. If, due to unforeseen delays related to the core drilling subcontractor, there is a projected need to pause the drilling work for more than three consecutive days (more than 72 hours), the SUBCONTRACTOR, at the direction of the CONTRACTOR, shall temporarily demobilize their staff. The SUBCONTRACTOR, at the direction of the CONTRACTOR, shall remobilize when the work resumes. The CONTRACTOR will provide notice of remobilization at least 24 hours in advance.
