About this file
This is an evaluation criteria document for Boulder County, Colorado, outlining the scoring framework for vendor selection in a Language Access Assessment procurement. The county is seeking a qualified consultant to assess and strengthen its Language Access Program, evaluating internal systems, vendor relationships, bilingual staffing capacity, and compliance readiness to inform strategic planning for the next five years. This engagement represents the next phase of work building on a 2022 comprehensive Language Access Assessment, with focus on operational readiness, sustainability, and consistent delivery of high-quality language access services across departments.
The evaluation will be conducted by a selection committee using a scoring matrix with a total of 100 possible points distributed across four weighted categories: Cost/Pricing (30 points), Understanding of the Project and Proposed Approach (30 points), Relevant Experience and Qualifications (20 points), and Quality and Completeness of the Proposal (20 points). The committee may request additional information from vendors or conduct interviews with one or more vendors prior to final evaluation and selection. Questions regarding the Boulder County procurement process should be directed to LanguageAccess@bouldercounty.gov.
