About this file

This document is a construction specifications file prepared by the California Department of Veterans Affairs for the Veterans Home of California – Lancaster Water Heaters & Softener Replacement project (CA24-0329). The project involves the replacement of water heaters and water softening equipment at the Lancaster facility. The specifications detail comprehensive requirements for plumbing and electrical work, including domestic water piping systems, water heaters, water softeners, pumps, controls, valves, hangers, supports, conduit systems, raceways, wiring devices, and associated installation requirements. The document serves as the 100% submittal specifications prepared by Huitt-Zollars, Inc. and S.Y. Lee Associates, Inc., with Carl F. Taylor, P.E., serving as the project manager. The specifications comply with approval from the Office of the State Fire Marshal and reference California Department of Veterans Affairs contact Danielle De Silva as the Project Director.

The specifications establish detailed product requirements, performance standards, and installation procedures across 27 specification sections addressing materials including water heaters with duplex stainless steel construction, commercial water softeners with demand-initiated controls, expansion tanks, circulation pumps, thermostats, pressure relief valves, domestic water piping in copper and steel, electrical systems rated 600 volts and less, conduit installations, cable identification, and wiring devices. All materials must comply with applicable standards including NSF 61 for potable water contact, ASME Section VIII for pressure vessel code compliance, ANSI/ASHRAE standards for energy efficiency, and California Electrical Code requirements. The specifications require manufacturers to be single-source suppliers where possible, mandate comprehensive shop drawing submittals with professional engineer certification, establish field quality control testing protocols including megger tests and infrared scanning, and require detailed operation and maintenance manuals. Installation labor must include seismic restraint installation, fire-rated penetration sealing, proper grounding and bonding, and certification of all welding and electrical work by qualified personnel.
